r <br />� <br />PLANNING DIRECTOR DETERMINATION <br />Review Process I #5-96 <br />Landacape Modificxtion <br />May 22, 1996 <br />The City of Everett Planning Department grants approval of a request by Peter Newland <br />:o reduce the required ten foot width of landscaping along McDougal Avenue at 2935 <br />McDougal Avenue with the following conditions: <br />Provide Iandsca.ping as shown on the approved landscape plan. <br />2. Obtain a landscape lease from the City of Everett Public Works Department. <br />The Planning Director approved the landscape modification based on the following: <br />The subject property is located in the C-2 zone, Fieavy Commercial - Light Industry. The <br />proposed office is required to have landscaping installed on the site per Category B <br />Iandscape standards of the City of Everett Zoning Code. Category B landscaping requires <br />a minimum landscape width of 10 feet of Type III landscaping along the street frontages <br />except for driveways and where the office building is located. A 6ve minimum landscape <br />width is required along the interior property line with Type III landscaping. Type III <br />landscaping consists of a minimum of 1 six foot high tree for every 30 feet of length and a <br />minimum of 5 two foot high shrubs for every 100 square feet, with 90% groundcover <br />within 3 years. <br />Subsection 35.070.A. of the City of Everett Zoning Code gives the Planning Director, <br />using Review Process I, the suthority to modify the required landscaping if the applicant <br />proposes an altemative method of landscaping that would achieve the intent and purpose <br />of the landscaping required in this Ordinance and in which the Planning Director <br />detertnines to "provide superior quality through the use of native vegetation existing on <br />site, preservation of groves of trees, ... or through other means". Review Process I is a <br />written decision by the Planning Director which approves, disapproves, or ^oproves with <br />conditions the proposal of the applicant (Section 42.090). <br />; h;, proposed landscape plan reduces the amount of Iandscaping from ten feet in width to <br />4.� feet between the property line and off-street parking lot. This reduces the amount of <br />required landscaping approximately 670 square feet aiong McDougal Avenue. However, <br />under 35.080.B, up to one-half of the required landscaping may be installed within the <br />City right-of-way. Since this is not possible because of on-street parking, the applicant <br />proposes to construct four Iandscape islands within the City right-of-way totaling over <br />670 square feet. In addition the applicant proposes to provide over 1,700 square fcet of <br />landscaping within the parking lot. Only 858 square feet of landscaping with.in the parking <br />lot is required by code. Landscaping will also be provided along the alley which is not a <br />required by code. The proposed landscaping excceds what is required by code. <br />
