ORDINANCE NO. 3615-18 <br /> An Ordinance Amending the Zoning Code by Adding Two New Chapters Regarding Metro Everett Uses <br /> and Development Standards for Metro Everett and Core Residential Area,Amending Ordinance No. <br /> 1671-89, as amended <br /> WHEREAS,the City Council has taken action to adopt a new subarea plan for Metro Everett; and <br /> WHEREAS, the Metro Everett Subarea Plan includes new goals, policies and actions for the area, <br /> including new land use designations, building heights and street designations; and <br /> WHEREAS,the Snohomish County Tomorrow 2016 Growth Monitoring Report showed that the housing <br /> units permitted in Everett between 2000-15 averaged 401 per year, and in order to meet the City's <br /> population allocation, the City would need to average 1,259 housing units per year; and <br /> WHEREAS,the Metro Everett Subarea Plan and development regulations is intended to encourage more <br /> growth through infill within the metropolitan center through changes in heights, density, off-street <br /> parking reductions, and focus on community renewal,while also protecting surrounding residential <br /> neighborhoods from incompatible development; and <br /> WHEREAS,the Growth Management Act has fourteen goals to guide development and adoption of <br /> comprehensive plans and development regulations; and <br /> WHEREAS, the City has carefully considered and balanced these goals, and has determined that the <br /> Metro Everett Subarea Plan and development regulations will: <br /> • encourage development in urban areas where adequate public facilities and services exist; <br /> • reduce sprawl by encouraging development within the metropolitan center; <br /> • encourage an efficient multimodal transportation system, including high capacity transit routes <br /> supported by high density development and planning for light rail; <br /> • identify housing strategies to all economic segments of the population; <br /> • encourage economic development, including the support for new job creation in the <br /> metropolitan center through incentives and other measures; <br /> • protect property rights from arbitrary and discriminatory actions, including due notice to all <br /> property owners of the proposed changes; <br /> • identify park and recreation facilities that will help support additional population within the <br /> metropolitan center; <br /> • protect lands, sites, and structures that have historical significance by maintaining existing <br /> historic overlay zoning requirements; and <br /> Chapters 19&20,Metro Everett and Core Residential Area Development <br /> Regulations 1 8/29/18 <br />
