1.0 PROJECT OVERVIEW <br /> 1.1 Purpose and Scope <br /> This stormwater site-plan report addresses the design of the stormwater system supporting the <br /> proposed teaching facility improvements at Everett Community College in the City of Everett, <br /> Washington. <br /> The project site is located at approximately 952 North Broadway on the Everett Community <br /> College campus. A vicinity map is provided in Appendix A. The proposed development <br /> encompasses four separate parcels, which are currently occupied by a college-owned parking lot, <br /> a motel and associated parking lot and swimming pool, a single-family home, and Frasier's Sports <br /> Bar. See the Existing Conditions Maps in Appendix A for more information. <br /> On the two larger parcels, which contain the parking lot and motel, a two-story nursing and <br /> health sciences building will be constructed. On the smallest parcel, occupied by the single- <br /> family home, a new pedestrian walkway connecting the proposed building to Broadway (to the <br /> west)will be constructed. For the purpose of this stormwater report, these parcels will be <br /> referred to as the Building site. <br /> The fourth parcel, which lies to the southwest of the intersection of 10th Street and North <br /> Broadway(and currently occupied by Frasier's Sports Bar), will contain a new parking lot. The <br /> Everett Community College refers to this parking lot as Surface Parking Lot"M". This report will <br /> refer to Surface Parking Lot"M"as the 10th Street Parking site. <br /> All existing parking lots, buildings, and associated utilities will be demolished prior to new <br /> construction. Pedestrian facilities, landscaping areas, parking, and supporting utilities for the <br /> proposed construction are considered part of this project. See the Developed Conditions Maps in <br /> Appendix A for more information. <br /> To manage stormwater from the developed site, several surface landscaping features (such as <br /> rain gardens) and an underground infiltration/detention pipe will be constructed. <br /> All drainage systems have been designed to meet the City of Everett stormwater management <br /> requirements. <br /> • <br /> 1.2 Existing Conditions Summary <br /> 1.2.1 Land Cover <br /> As previously stated, the Building site is occupied by an asphalt,parking lot, a motel and the <br /> associated parking lot and swimming pool, and a single-family home. Existing landscaping <br /> features are minimal. This area is approximately 2.86 acres and approximately 73 percent <br /> impervious. <br /> The 10th Street Parking site is currently occupied by Frasier's Sports Bar and the associated <br /> parking lot.
