r /bbl
wwuxnbbj.rom
May 20,2002
I
Steve Miller
Plans Exeminer
City of Everett
3200 Cedar Street
EvcreK,WA 98201
Subject: Carnegie Historic Building Assessment
This letter represents our initial review of the Washington Stete Historic Building Code as it
applies to the Camegie Library building project. We would appreciate your review of our
assessment end would like to discuss your impression of these notes as soon as possible.
Project DescripHon
7'he intent of the project is to relocate an existing inmate program into the Carnegie building
temporarily until space in the existing jail building can be remodeled and made available for
occupancy. It is anticipated that the Carnegie building will be occupied by Work Releasc from
]uly 2002 until June 2005. This relocstion involves approximately 50-60 inmates,of mixed
gender, and Corrections staff. Only the upper floor of the building involves inmate housing and
that is where the majority of the construction work is anticipated, with the exception of the fire
suppression system.
This project is not intended as renovation ofa historic strucmre, listed on both the Stnte and
National register of historic places. 'Ihe proposed project involves temporery interior
modifications necessary to relocate the Work Release progmm only. 'Ihem are no exterior
improvements or modifications. The water service for the sprinl.ler systems will nad to enter
the building, but that is the only pertnanent change to the exterior of the building. Interior I
modifications are responses to Code mandated items like incressing the number of plumbing
fixtures consistent with the anticipated population, improving accessibility inside end ouuide i
the building, and other life safety items like smoke detectors, exit signs and additional doors to
facilitate exiting from the dortnitory spaces.
The following sections address specific excerpts taken from!he Historic Building Code(HBC).
Direct quotes from the HBC are shown in italics. There are references to specific"parts" of the
HBC so we have added occasional references to the specific part of the HHC for clarity. Not
all parts are included in our assessment so there are gaps in the number sequence. The
assessment starts with Pert I, on the next page.
]II SOUfN 1CNSON STFEET![ATTI[WA 9810TI Y08 773 5555 fl 20E 641]300 1/
