 nbb
Part VI
WAC SI-19-600 General
As mentioned above, there is a change of use/occupancy icluded in this proposed project. The
:ode recognius this possibility and provides guidance in applying Code provisions where the
hazard level changes. An essement of the occupancy change,by table, follows:
Tables VI-I,Height and Area. Change of occupancy from B to R-I constitutes no chen¢e in
the ha7ard rating. Both are considered a 3 (three).
Tables VI-2,Life Safety and Exits. Change of occupancy from B to R-1 constitutes an increase
from level 4(four)up to a level3(thrce)ha7ard.
Tables VI-3, Occupancy Separations. Change of occupancy from B to R-1 constitutes a
decreese in hazard level from 2(two)down to a 4(four).
Tables V[-M1, Exposure of Exterior Walls and Steinvay Enclosures.Change of occupancy from
B to R-1 onstitutes a decrease in hezerd level from 2(two)down to a 4(four).
Tables VI-5,Earthquake Safety. Change ofoccupancy from B to R-1 constitutes an increase
from level4(four)up to a level 2(two)haad.
This section considers the proposed project on five different fronts. The most concerning is
Table VI-5, Farthquake safety, wlere this project, with the proposed change in use from e B to
the R-1 proposed, produces a higher hazard rating. This result sends us to the following
section.
R'.!C SI-19-6l0 Sfructural Sofety Buildings and strucrures shaJ!meet!he minrmum level oj
perjormance jor struclura!sajety as specified in Pts IV and V ojthis chapter.
Hrstoric buildings may wdergo a chmige oJoccupancy ijrhe hazard group is egun!ro or less
than the existing occuprmcy as shown in Table No. VfS. Buildings undergoing a change vJ
occupancy m a more hazardous group shall meet!he earthquake hazard reduction
requirements ojPart V of this chapler jorhe new occupnncy.
This section appears to send us back to Part V,where we startev i. Part V gces over the"survey
or evaluation."
Summary
The Counry is proposing a project that modifies en historic building. It is a temporary
condition, where a special inmate population takes meals and sleeps. 7Le temporary namre of
this occupancy is driven by the displacement from their present location,to a temporary
location until their new home can be prepared. The County estimates that this condition may
exist for a period of 36 to 42 months tied directly to the construction of the new jail building.
The County acknowledges the hezards identified in the Seismic Evaluation Report prepared by
Skilling Ward Magnuson Barkshire, dated September 1,2000. In that report there are several
non-structural seismic ha7ards identifed and it is those non-structural he7ards that the County
will address as part of this project.
6
