Section 1. Ordinance No. 1555-89 is hereby repealed. <br /> Section 2. Section 1 of Ordinance 342-74 (EMC 2.93)which reads as follows: <br /> That there is created a citizens' advisory committee,the purpose of which shall be to advise the <br /> city council on matters relating to the preparation of the community's application for Title I <br /> Funds under the Housing and Community Development Act of 1974. Such advice regarding said <br /> application shall include,but not be limited to the preparation of: <br /> A. A three-year community development plan summary which identifies community <br /> development needs, creates a comprehensive strategy to meet those needs, and <br /> specifies short and long term community development objectives; <br /> B. A one-year community development program including activities to be undertaken <br /> with community development funds; <br /> C. A housing assistance plan which accurately surveys housing conditions, estimates the <br /> housing needs of lower income families, specifies an annual goal of assisted housing <br /> units,and indicates the general location of proposed housing for lower income <br /> persons; <br /> D. Methods of participation by Everett's citizens likely to be affected by the community <br /> development activities; <br /> E. Other application requirements as needed. <br /> Is hereby amended to read as follows: <br /> Committee established. There is hereby established an advisory committee herein called <br /> the Citizen's Advisory Committee for the purpose of advising the city council on matters <br /> related to community development, housing and human needs program. <br /> Functions. The functions of the Citizen Advisory Committee shall include: <br /> A. Prepare the City's consolidated community development and housing plan and annual <br /> action plans to conform with the requirements of the U.S. department of housing and <br /> urban development(HUD). <br /> B. Develop the City's annual citizen participation plan as required by HUD and involve <br /> neighborhoods and citizen representation in the annual funding allocation process. <br /> C. Holdp ublic hearings on the draft plans to obtain citizen comments prior to <br /> recommending adoption by city council. <br /> 2 <br /> 13 <br />
