Several layers of housing <br /> policies, regulations, limitations and funding are provided at various government levels.The HUD <br /> approved 2015-2019 City of Everett Consolidated Plan guides the City's Community Development Block <br /> Grant(CDBG) program funding.The Plan assesses affordable housing and community development <br /> needs and market conditions to make data-driven, place-based investment decisions.The consolidated <br /> planning process serves as the framework for a community-wide dialogue to identify housing and <br /> community development priorities that align and focus federal funding.An update of the consolidated <br /> plan will begin in 2019 for the 2020-2024 CDBG future program funding years. <br /> EXISTING STRATEGIES AND INCENTIVES COMPARISIONS <br /> The attached table compares affordable housing strategies used by various Washington jurisdictions <br /> using the recommendations from the Housing Snohomish County Project. Understanding that area <br /> housing markets are different,research indicates the combination of strategies used varies widely and <br /> generally include a balance of policy, regulation, and financial provisions.The most common strategies <br /> for affordable housing production among the jurisdictions reviewed include: <br /> • Specific affordable housing targets stated in policy, <br /> • Multifamily Property Tax Exemption Program, <br /> • Housing density bonuses, <br /> • Impact fee and other fee waivers or reductions, <br /> • Participation in inter-jurisdictional collaboration on affordable housing, <br /> • Funding support using a variety of funding sources, <br /> • A strategy monitoring program. <br /> Several of the comparison jurisdictions have elected to adopt a separate municipal code chapter <br /> devoted to affordable housing provisions. It is notable that some jurisdictions are including human <br /> needs policies and objectives in their Comprehensive Plans recognizing the link between affordable <br /> housing and human services. <br /> Finally,there appears to be.some consensus among many jurisdictions about the need to resolve the <br /> state Condominium Liability Law. Condominiums can serve as an affordable ownership housing model <br /> for the moderate income population and the current law has had a negative effect on the production of <br /> this ownership housing type. <br /> RECOMMENDATIONS <br /> Develop a Comprehensive Affordable Housing Strategy. The process and schedule for developing the <br /> plan could coincide with the update of the City CDBG Consolidated Plan Update process scheduled to <br /> begin in Spring 2019.Specific analysis and strategies to consider should include: <br /> • Further analysis of the HCESC recommendations such as strengthen affordable housing goals <br /> and targets in the City's Comprehensive Plan, <br /> • Examining other innovative strategies including support of Community Land Trusts, expanding <br /> Metro Everett affordable housing incentives to other areas of the City, and subsidizing small <br /> 5 <br />
