IADaPTEngineering, Inc. <br />1 <br />The proposed ground lease area is asphalt covered and adjacent to the retaining wall on the <br />I southem portion of the host parcel. One groundwater monftoring well was observed <br />approximately 40 feet east of the proposed lease parcei in the asphaft parking area. <br />A dry deaners and dental laboratory were observed on the host parcel. These businesses wer� <br />i located in the northeast and southeast comers of the building, respectively, and appear to be in a <br />dovm gradient direction from the proposed lease area. It appears unlikely that any potential <br />environmental impacts from the dental laboratory or the dry deaners would have impacted the <br />( proposed lease area. <br />The reconnaissance did not reveal readily apparent indications of the following on the host <br />parcei in the vicinity of, or on proposed lease area: underground storage tanks or above ground <br />storage tanks containing hazardous substances; landfills; pipelines; hazardous materials and <br />hazardous waste storage/disposal areas including sumps, pits, drums; dead and chemically <br />stressed vegetation; discarded electrical transfortners and capacitors; constructlon materials <br />suspected to contain hazardous materials, including asbestos; supply wells; obvious locations of <br />past and present chemical disposal. <br />During the concurrent geotechnical evaluation (see Sedion 5.2) of the proposed lease area that <br />included the drilling of one boring, ADaPT personnel did not observe soils tt�at exhibited <br />discoloration or unusual odors indicaGve of a hazardous substance or petroleum release. <br />7.2 AdJacent Site and Vfcinity Observations <br />I A representative of ADaPT conduded a rewnnaissance of the area surrounding he proposed <br />lease area on April 27, 2000. The purpose of this reconnaissance was to observe land use in the <br />I proposed lease area vicinity and to evaluate the potential for nearby businesses to generate, use, <br />or store hazardous substances that may affect the host parcel. The off-site reconnaissance was <br />non-intrusive with the adjoining propertfes observed from the proposed lease area and public <br />right-of-ways. ADaPT did not observe recognized environmental conditions on other parcels <br />' immediately adjacent to the proposed lease area. A monitoring well was observed approximately <br />40 feet east of the proposed lease area. The well is associated with the adjacent gasoline station. <br />The adjacent gasoline station is listed on the Washington State DepaRment of Ecology's <br />(Ecology) LUST list. ADaPT reviewed the LUST file and based on our review the proposed lease <br />I area dces not appear to be impaded by releases from the gasoline station (see Sectlon 8.5). <br />8.0 STANDARD REGULATORY AGENCY ENVIRONMENTAL RECORD SOURCES <br />Publicly available and practically reviewable regulatory agency reports generated from databases <br />were reviewed with respect to the host parcel and proposed lease area. The reports, obtained <br />from federal, state, and local govemment agenaes, were reviewed in an effort to document any <br />reported environmental concems that have occurred at ihe host parcel or in the surrounding area. <br />Sites or facilities appearing on the reviewed reports, within a certain search distance of the <br />proposed lease area, are discussed below. The search distances ADaPT utilizes for Phase I <br />reports meet those specified in ASTM Practice E 1527-97.
