f� <br />ADaPT En�ine��inp, Inc. <br />� 1.0 EXECUTIVE SUMMARY <br />r ADaPT (s pleased to presenl the results of the Phase 1 Environmental Site �ssessment (Phase <br />� 1) for a portion of a site (host parcel) that VoiceStream Wireless proposes to leaae (proposed <br />lease area). The host parcel is bcated at 220 Olympic Boulevard in Evsrelt, Washington. <br />� Fdlowing is a summary of the Phase i: <br />Site Desc�iptton: The roughly rectangular-shaped host pa�cel covers approximetely 2 acres. <br />The site is developed with a commerciaVretail bui�ding. ADaPT understands fhat VoiceStream <br />(_ Wireless proposes to lease an area adjacent to the southem property line for equipment cabinets <br />and a monopole oi unspedfied height, jsee Section 3.0). <br />I Ske Hlatory: Historical research (see Section 6.0) revealed the host paroel was developed with <br />a retail building in approximateiy 1959. The host ps��oel has been used for commerc(al or retail <br />since first devebpment unUl present. <br />I- Regulatory Apeney Information: A review of regulatory agency lists and databases (see <br />Section 8.0) revealed that the lwo LUST facilities, three CSCS faciliUes and one UST facility <br />located within the appropriate ASTM guidance distances. These facilities appear to be situated <br />_ in positions non-tributary to the host parcel or proposed lease area. <br />� Site Reconnatssance: The site reconnaissance (see Secfioti 7,1) did not reveal the presence of <br />the following recognized environmental condiHons on the host parcel (n the immediate vidnity of <br />the proposed lease area: underground or above ground storage tanks containf�g•hazardous <br />� substances; landfills; pipelines; hazardous materials and hazardous waste storage/disposal <br />areas inGuding sumps, pits, ponds, drums; dead and chemically stressed vegeta8on; discarded <br />electrical transformers and capacitors; construction materials suspected to contain hazardous <br />materials, including asbestos; supply wells; obvbus locations of past and present chemical <br />( disposal. <br />Concluslons: The Phase I did not reveal the presence of recognized environmental conditions <br />(as deflned by ASTM Practice E1527-97) associated with the host parcel, proposed lease area, <br />and immediate surrounding area, that in ADaPTs professional opinion, have resulted in a <br />release of hazardous substances or petroleum products to the proposed lease area.
