,**4-P* <br /> El/E?ETT <br /> ORDINANCE NO. 3635-18 <br /> An Ordinance concerning exemption from real property taxation for the development of multifamily <br /> housing in urban centers and designated residential target areas, repealing Ordinance No. 2347-98 in <br /> accordance with Section 1 of this Ordinance,and amending Ordinance No. 3390-14 to establish fees <br /> for the processing of multifamily tax exemptions. <br /> WHEREAS,the Washington State Legislature in Chapter 84.14 provided for the value of new housing <br /> construction, conversion, and rehabilitation improvements qualifying under the chapter to be exempt <br /> from ad valorem property taxation; and <br /> WHEREAS,the City Council finds that within the urban centers of Everett, including Metro Everett, <br /> North Broadway, Evergreen Way, and Waterfront,there is insufficient availability of desirable and <br /> convenient residential units, including affordable housing units, to meet the needs of the growing <br /> number of the public who would live in these urban centers if these desirable, convenient, attractive, <br /> affordable, and livable places to live were available; and <br /> WHEREAS, the development of additional housing units within these urban centers of Everett will <br /> attract and maintain a significant increase in the number of residents which will, in part, achieve the <br /> planning goals mandated by the Growth Management Act and the housing goals of the City's <br /> Comprehensive Plan; and <br /> WHEREAS, the City has established a fee schedule for the processing of land use applications, permits, <br /> review processes and related services(Ordinance No. 3390-14), and the time processing an application <br /> for an exemption from real property taxation should be included in a fee schedule. <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Ordinance No. 2347-98 (EMC 3.78), Multifamily Housing Property Tax Exemption, is repealed <br /> in its entirety, including the following amending ordinances, or parts of ordinances: Ord. 2408-99 in its <br /> entirety; Ord. 2658-05 in its entirety; Ord. 2979-07 in its entirety; Ord. 3032-07 in its entirety; Ord. 3271- <br /> 12 in its entirety; Ord. 3334-13 in its entirety; Ord. 3428-15 in its entirety; Ord. 3434-15 in its entirety; <br /> Ord. 3488-16 in its entirety; Ord. 3495-16 in its entirety; Ord. 3555-17 in its entirety; and Section 3 of <br /> Ord. 3617-18. <br /> Section 2.
