against the property included in the assessment district herein <br /> created. The costs and the expenses of the improvement to be <br /> assessed against the property, including the assessment district <br /> herein created, shall be assessed in accordance with the special <br /> benefits derived from the improvement with regard to the zone and <br /> termini method of spreading assessments. The City shall not be liable <br /> in any manner for any of the remaining expense and costs of the <br /> improvement except as provided in Chapter 144, Session Laws of <br /> 1923 or acts amendatory thereto, and the ordinances of the City of Everett. <br /> Section 4: That there is hereby established a LOCAL IMPROVEMENT <br /> DISTRICT TO BE KNOWN AS "LOCAL IMPROVEMENT DISTRICT NO. 697" WHICH <br /> DISTRICT SHALL INCLUDE THE FOLLOWING described property located in <br /> Everett, Snohomish County, Washington: <br /> That portion of the north half of the north half of <br /> Section 13, Township 28 North, Range 4 E.W.M. described <br /> as follows: <br /> Beginning at the northwest corner of Lot 1, Plat of <br /> Slovers Addition according to the plat thereof recorded <br /> in Volume 16 of Plats, page 71, records of Snohomish <br /> County, Washington; thence east along the north line of <br /> said Lot 1 a distance of 50.0 feet to the true point of <br /> beginning; thence southerly parallel to the east line of <br /> said Lot 1 to the north line of Lot 2 of said plat; thence <br /> westerly along the north line of said. Lot 2 to the north- <br /> west corner thereof; thence southerly along the westerly <br /> plat line of Solberg Addition and the westerly plat line <br /> of Solberg Addition No. 2 to the southwest corner thereof; <br /> thence easterly along the south line of said plat and its <br /> easterly projection to a point of intersection with the <br /> southerly projection of the easterly line of the Plat of <br /> Slover Addition; thence northerly along said southerly <br /> projected plat line to the northeast corner of Lot 1, plat <br /> of Slover Addition; thence westerly along the north line <br /> of Lot 1 and its westerly projection across Solberg Lane <br /> (8th Ave. West) and the north line of Lot 1, plat of Solberg <br /> Addition to the point of beginning. <br /> Section 5: THAT A SPECIAL FUND IS HEREBY CREATED TO BE KNOWN <br /> AS "LOCAL IMPROVEMENT DISTRICT FUND NO. 697" WHICH SHALL CONSIST IN <br /> THE AGGREGATE OF THE SEVERAL AMOUNTS LEVIED, ASSESSED AND COLLECTED <br /> ON THE SEVERAL LOTS, TRACTS, AND PARCELS OF LAND IN SAID LOCAL <br /> IMPROVEMENT DISTRICT AND THE PROCEEDS OF THE SALE OF BONDS OR <br /> INSTALLMENT NOTES IN SAID DISTRICT FOR THE PURPOSE OF DEFRAYING <br /> THE COSTS AND EXPENSES OF SUCH IMPROVEMENT. OUT OF SAID FUNDS SHALL <br /> BE PAID THE BONDS OR INSTALLMENT NOTES, THE INTEREST THEREON AND THE <br /> ENTIRE COST OF SUCH IMPROVEMENT. <br /> -2- <br />
