Planning Commission Public Hearing; Findings on Pre- <br /> 21 liminary Approval <br /> 22 <br /> 23 1. The Commission shall make its decision on the PRD <br /> 24 proposal based on the Staff recommendation, the <br /> 25 information presented by the applicant and the <br /> 26 view-points of the public expressed at the public <br /> 27 hearing. <br /> 28 <br /> 29 2 .
