• • ORDINANCE NO./7477 - 76 AN ORDINANCE supplementing appropriations of the budget for the City of Everett for 1976; and amending Ordinance No. 376-75, as amended by Ordinance 1 Nos. 387-76, 388-76, 389-76, 400-76, 402-76, and 408-76, and declaring an emergency to exist. 2 3 WHEREAS, the City Council has now appropriated certain local, State and Federal funds to augment previously approved programs within the 1976 4 budget; and 5 WHEREAS, the source and application of funds have been identified; 6 7 NOW, THEREFORE, the City of Everett does ordain that the following 8 supplements shall be made to the 1976 budget: Section 1: That the sum of $325,000 be appropriated in the following 9 manner: 10 A. Fund 198 - Community Development Block Grant 11 1. Program 206 - Home Rehabilitation Loan Program, increase 1976 budget appropriations - $192.000 12 Original appropriation Ordinance No. 376-75 $ 80,000 13 Amended by this appropriation 3.92,000 14 New Program Total $272,000 15 This is for a program of assistance and loans for housing improvements in two designated Everett neighborhoods. 16 2. Program 676 - Public Facility Improvements in Rehabilitation 17 neighborhoods, increase 1976 budget appropriations. 18 $133,000 Original appropriation Ordinance No. 376-75 $ 19 Amended by this appropriation $133,000 20 New Program Total $133,000 21 This is for a program for public facility improvements in rehabilitation 22 neighborhoods. Fund 198 - Community Development Block Grant 24 Advance $192,000 25 Reimbursement $133,000 $325,000 26 27 The Community Development Block Grant Program was started on August 22, 28 1974 when President Ford signed into Law the Housing and Community Development Act of 1974. The primary objective of the Act is the 29 development of viable urban communities p by providing decent housing 30 and a suitable living environment and expanding economic opportunities, 31 principally for persons of low and moderate income. 32
