The TPA was established by an interlocal agreement between Snohomish County
and cities in Snohomish County, including Everett. Snohomish County is proposing an increase to the TPA
charge in Zone A—which includes the City of Everett—from$1.00 per room/day to $2.00 per room/day.
This charge increase will be accomplished by an amendment to the interlocal agreement by the parties to that
agreement, followed by the Snohomish County Council adopting a change their ordinance that will increase
the charge. The purpose of this action item is to authorize the Mayor to sign the amendment to the interlocal
agreement.
The proposed additional TPA revenue generated by this amendment will be set aside in a capital fund for the
construction of an athletic facility specifically designed to attract sporting events that generate overnight stays
in the County. Everett will likely see an increase in lodging nights booked,but it may also be the site for the
facility, giving the City another attraction for tourism. The Snohomish County Lodging Association has
written a letter in support of the TPA increase.
RECOMMENDATION(Exact action requested of Council):
Authorize the Mayor to sign Amendment No. 1 to the Interlocal Agreement Authorizing Establishment of the
Snohomish County Tourism Promotion Area.
19
