EXHIBIT A <br /> SCOPE OF WORK <br /> Project: Service Center Seismic Strengthening <br /> Location: 3200 Cedar Street <br /> PROJECT BACKGROUND <br /> The City of Everett Service Center was developed in 1972 with a series of buildings that house Public <br /> Works,Transit and Facilities. The campus buildings include Garages,Warehouse,Shop and Administrative <br /> spaces. The City desires to strengthen the buildings for seismic hazards and achieve the best seismic <br /> performance possible for the available project funding. At a minimum, the City desires to achieve a <br /> Collapse Prevention seismic performance level. <br /> The buildings specifically part of this project include: <br /> • Building#1—Public Works Administration <br /> • Building#2—Motor Vehicle Main Repair Garage <br /> • Building#2B—Motor Vehicle Small Vehicle Repair Garage <br /> • Building#3—Panama Warehouse <br /> • Building#4—Public Works Shop <br /> • Annex#1 (Creamery)—Administration Annex <br /> The City intends to strengthen these buildings while maintaining operations on the campus during <br /> construction.Construction of all building strengthening is anticipated to be completed by August 31,2021. <br /> In addition,the City has commissioned a series of previous seismic evaluations for these buildings(except <br /> for Annex#1) and these have been used to determine the preliminary seismic deficiencies and develop <br /> overall project budget. <br /> SCOPE OF BASIC SERVICES <br /> The scope of work will include preparing Construction Documents for the seismic strengthening as well as <br /> providing Construction Administration support through Project Closeout. <br /> Seismic Evaluation <br /> At the beginning of this phase, WRK will revisit the previous seismic evaluations prepared for these <br /> buildings as the starting point for our work. WRK will build on the previous studies using ASCE Standard <br /> 41-17, "Seismic Evaluation and Retrofit of Existing Buildings", published by the American Society of Civil <br /> Engineers(ASCE). ASCE 41 is the nationally recognized Standard for seismic assessment and strengthening <br /> of existing buildings. <br /> The goal of ASCE 41 is to identify the "weak links" in a building's lateral-force-resisting system that can <br /> lead to significant failure and/or collapse. In addition, ASCE 41 will identify typical nonstructural hazards <br /> that may pose a life-safety risk to occupants or business interruption (i.e.operations) risks to the building. <br /> Page 1 of 7 <br />
