All ESC measures will be maintained and reviewed on a regular basis as prescribed in the <br /> maintenance requirements of each BMP. <br /> 4.2.1 ESC Supervisor <br /> The Contractor shall designate an ESC supervisor (CESCL) who is responsible for the <br /> maintenance and review of ESC measures and for compliance with all applicable permit <br /> conditions. The ESC supervisor must be available for rapid response to ESC problems. <br /> The ESC supervisor will review the site at least once a month during the dry season, weekly <br /> during the wet season, and within 24 hours of significant storms. Written records of these <br /> reviews shall be kept onsite and available for inspection. The qualifications of the ESC <br /> supervisor shall include at least several years of construction supervision or inspection and a <br /> background in geology, soil science, or agronomy. This role can typically be filled by the <br /> geotechnical consultant, wetland consultant, design engineer, or Contractor trained in ESC issues <br /> and requirements. <br /> 5.0 SOURCE CONTROL PLAN <br /> The proposed project consists of track and field improvements to an existing school site, and <br /> subsequently, is not subject to the water quality source control requirements as defined in the <br /> 2010 Stormwater Management Manual for commercial developments. Upon review of Volume <br /> IV of the manual,there are no known activities that are potential sources of pollutants. <br /> 6.0 SPECIAL REPORTS AND/OR STUDIES <br /> Not Applicable. <br /> 7.0 OTHER PERMITS <br /> A Construction Stormwater General Permit from the Washington State Department of Ecology is <br /> required since the proposed development will disturb more than 1 acre of area.
