44-77 RESOLUTION# 7322 A RESOLUTION establishing Human Needs Priorities for 2019 Grant Funding WHEREAS,the mission of the Human Needs Advisory Committee is to annually review the human needs in the City of Everett, to prioritize those needs, and to recommend allocating funds to most benefit those needs; and WHEREAS,the Human Needs Advisory Committee met on October 24, 2018 to review and recommend priorities for 2019; and WHEREAS,the Human Needs Advisory Committee recognizes the homelessness, housing and substance abuse crisis in our community and the need for services for those affected; and WHEREAS,the Human Needs Advisory Committee has recommended priorities based on basic human needs of the community, for 2019 funding to qualified programs inside the City of Everett. Basic needs may include shelter,housing, food,health services, mental health and addiction treatment, employment, and/or prevention services for our most vulnerable residents including youth, seniors, and persons living with disabilities,homelessness or extreme poverty. WHEREAS, additional Human Needs funding made available in 2019 to target Safe Streets Program should be prioritized to continue and maintain the mission of supporting pathways towards stability including shelter,housing, employment, diversion and services for our most vulnerable residents. WHEREAS,the Human Needs Committee recommends a portion of the $1 per capita for Safe Streets activities be designated for a safe parking pilot program; and WHEREAS, the Human Needs Advisory Committee recommends proposed programs be reviewed according to whether they meet one or more of the following criteria: 1. Increase self-sufficiency 2. Promote health and healing 3. Promote/address diversity 4. Reward coordination and collaboration NOW, THEREFORE, the Everett City Council endorses the Human Needs Advisory Committee's priority and criteria lists for 2019 funding and encourages qualified agencies to submit their proposals. 1
