44-77 RESOLUTION# 7322 <br /> A RESOLUTION establishing <br /> Human Needs Priorities for 2019 Grant Funding <br /> WHEREAS,the mission of the Human Needs Advisory Committee is to annually review <br /> the human needs in the City of Everett, to prioritize those needs, and to recommend allocating <br /> funds to most benefit those needs; and <br /> WHEREAS,the Human Needs Advisory Committee met on October 24, 2018 to review <br /> and recommend priorities for 2019; and <br /> WHEREAS,the Human Needs Advisory Committee recognizes the homelessness, <br /> housing and substance abuse crisis in our community and the need for services for those affected; <br /> and <br /> WHEREAS,the Human Needs Advisory Committee has recommended priorities based <br /> on basic human needs of the community, for 2019 funding to qualified programs inside the City <br /> of Everett. Basic needs may include shelter,housing, food,health services, mental health and <br /> addiction treatment, employment, and/or prevention services for our most vulnerable residents <br /> including youth, seniors, and persons living with disabilities,homelessness or extreme poverty. <br /> WHEREAS, additional Human Needs funding made available in 2019 to target Safe <br /> Streets Program should be prioritized to continue and maintain the mission of supporting <br /> pathways towards stability including shelter,housing, employment, diversion and services for <br /> our most vulnerable residents. <br /> WHEREAS,the Human Needs Committee recommends a portion of the $1 per capita <br /> for Safe Streets activities be designated for a safe parking pilot program; and <br /> WHEREAS, the Human Needs Advisory Committee recommends proposed programs be <br /> reviewed according to whether they meet one or more of the following criteria: <br /> 1. Increase self-sufficiency <br /> 2. Promote health and healing <br /> 3. Promote/address diversity <br /> 4. Reward coordination and collaboration <br /> NOW, THEREFORE, the Everett City Council endorses the Human Needs Advisory <br /> Committee's priority and criteria lists for 2019 funding and encourages qualified agencies to <br /> submit their proposals. <br /> 1 <br />
