S4. MONITORING REQUIREMENTS, BENCHMARKS,AND REPORTING <br /> TRIGGERS <br /> A. Site Log Book <br /> The Permittee must maintain a site log book that contains a record of the implementation <br /> of the SWPPP and other permit requirements, including the installation and maintenance <br /> of BMPs, site inspections, and stormwater monitoring. <br /> B. Site Inspections <br /> The Permittee's site inspections must include all areas disturbed by construction <br /> activities, all BMPs, and all stormwater discharge points under the Permittee's <br /> operational control. (See Special Conditions S4.B.3 and B.4 below for detailed <br /> requirements of the Permittee's Certified Erosion and Sediment Control Lead [CESCL].) <br /> Construction sites one acre or larger that discharge stormwater to surface waters of the <br /> State must have site inspections conducted by a certified CESCL. Sites less than one <br /> acre may have a person without CESCL certification conduct inspections. <br /> 1. The Permittee must examine stormwater visually for the presence of suspended <br /> sediment,turbidity, discoloration, and oil sheen. The Permittee must evaluate the <br /> effectiveness of BMPs and determine if it is necessary to install,maintain, or repair <br /> BMPs to improve the quality of stormwater discharges. <br /> Based on the results of the inspection, the Permittee must correct the problems <br /> identified by: <br /> a. Reviewing the SWPPP for compliance with Special Condition S9 and making <br /> appropriate revisions within 7 days of the inspection. <br /> b. Immediately beginning the process of fully implementing and maintaining <br /> appropriate source control and/or treatment BMPs as soon as possible, <br /> addressing the problems no laterthan within 10 days of the inspection. If <br /> installation of necessary treatment BMPs is not feasible within 10 days, Ecology <br /> may approve additional time when an extension is requested by a Permittee <br /> within the initial 10-day response period. <br /> c. Documenting BMP implementation and maintenance in the site log book. <br /> 2. The Permittee must inspect all areas disturbed by construction activities, all BMPs, <br /> and all stormwater discharge points at least once every calendar week and within <br /> 24 hours of any discharge from the site. (For purposes of this condition, individual <br /> discharge events that last more than one day do not require daily inspections. For <br /> example, if a stormwater pond discharges continuously over the course of a week, <br /> only one inspection is required that week.)
