vegetation of grasses and weeds. The eastern portion of the site is <br /> predominately vegetated with brush. (exhibit 9, geotechnical report, page 2) <br /> 12. According to the Applicant, the purpose of the proposed project is to satisfy a <br /> growing demand for commercial/industrial facilities within the Port of Everett. <br /> Business park facilities, such as proposed by the Applicant, provide increased <br /> area for manufacturing, warehousing and shipping capacity and are in high <br /> demand in the general region. To meet this economic demand and provide <br /> the service and jobs associated with it, additional industrial and commercial <br /> facilities are needed along the waterfront or in nearby areas. The proposed <br /> project could be water related due to the inherent nature of developing a <br /> project within the Port. However, the water related use at this time is not <br /> occurring, and the Applicant in its JARPA application indicated that it is likely <br /> that future tenants of the proposed project may not have water related uses. <br /> (exhibit 2, page 5) <br /> 13. The purveyors of utilities to the site will be the City of Everett for water, <br /> sanitary sewer and fire district. Snohomish PUD No. 1 will provide power and <br /> Puget Sound Energy will provide natural gas service. (exhibit 4, plan set, <br /> page 1) <br /> Shoreline Permit Findings <br /> 14. As previously noted, the site is designated Urban Industrial in the City of <br /> Everett's Shoreline Master Program (SMP). Manufacturing, office, warehouse <br /> uses are permitted uses in this designated area. There are general shoreline <br /> regulations that apply to this application. <br /> 15. Exterior lighting, including lighting of signs, shall be directed downward onto <br /> the site and away from other shoreline properties or nearby neighborhoods. <br /> The closest residential neighborhood is a significant distance from the subject <br /> property and should not be impacted by lights and glare. (exhibit 1, staff <br /> report, page 2; testimony of Mr. Jimerson) <br /> 16. Development of the shoreline in this area requires compliance with the City of <br /> Everett Noise Ordinance (Everett Municipal Code (EMC) 20.08) during and <br /> after construction. If determined necessary, the City may require the Applicant <br /> to prepare a noise study to prove compliance with the ordinance. According to the City, the shoreline development will not be located, <br /> constructed or operated in a manner that is hazardous to the public health and <br /> safety.
