The initial appropriation of$199,290,000 will be expended by the end of the first quarter <br /> of this year and it is necessary at this time to increase the appropriated amount by$48.5 million to complete <br /> construction of ongoing capital improvements that have completed design and advanced to the construction <br /> phase. <br /> At this time, a number of projects including the Grand Avenue Park Pedestrian Bridge,the Water Pollution <br /> Control Facility FEN Pump Station and Chlorination Building and the Cleveland Avenue Sewer <br /> Tmprovements will need additional budget appropriation to complete the construction phase of the projects. <br /> To improve the capital budget process going forward,Public Works (Utilities) capital projects will be <br /> budgeted with a Plans & Systems Ordinance on a project-by-project basis using the same legislative process <br /> that Parks,Facilities and Public Works(Engineering) currently use.Doing so will improve project <br /> accountability and improve budgetary monitoring and control. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt an Ordinance extending Fund 336 "Water and Sewer System Tmprovements Fund"to accumulate all <br /> design and construction costs for critical water and sewer system capital improvements, amending Sections 2 <br /> and 4 of Ordinance No. 3213-11 3 <br />
