City Council Retreat—January 12, 2019 <br /> City of Everett— Benchmarking Study <br /> The Berk Study <br /> Background <br /> • To identity the best opportunities to increase revenues and decrease expenditures, the <br /> City has undertaken this study using the following criteria: <br /> o Benchmarking to peer group cities <br /> o Tax related revenue generation & distribution compared to our peer cities <br /> o Assessment of the tax burden on property owners <br /> o The taxes residents pay overall as City residents/tax burden on consumers <br /> o Organizational review and span of control analysis to understand the <br /> o efficiency of the City's staffing model <br /> o Assessed based upon average number of organizational layers <br /> o Management as a percentage of total staff/Span of control <br /> Berk Study Findings <br /> o Increase retail opportunities with the City <br /> o Identify opportunities to implement additional property taxes <br /> o Consider additional Impact fees <br /> o Review services provided (Fire / Library/ Parks /Transit) <br /> o The level of service for golf that the residents desire <br /> o Long term capital investment program <br /> Three Key Berk Study Policy Questions that Frame Today's Retreat Topics for Discussion* <br /> 1.
