WETLANDS WILDLIFE <br /> Environmental Consulting <br /> January 11, 2011 <br /> Chun-sheng Wang <br /> 9418 NE 139th St. NE <br /> Kirkland,WA 98034 <br /> RE: BRIEF HABITAT ASSESSMENT&CRITICAL AREAS SITE RECONNAISSANCE REPORT(Tax Parcel#00392000001801) <br /> Dear Mr.Wang: <br /> Thank you for contacting Wetlands & Wildlife, Inc. to conduct a Habitat Assessment and Critical Areas <br /> Evaluation to determine if any regulated wetlands,streams,fish and wildlife habitat conservation areas, <br /> or associated buffers exist on or near the subject property. At your request, Wetlands & Wildlife <br /> conducted a site visit on January 7, 2011 to evaluate the property for regulated Critical Areas or wildlife <br /> habitat to any special status wildlife species. <br /> The tax parcel for the subject property is 352605-9066. The subject site address is 7533 Lower Ridge <br /> Road,located in the jurisdiction of the City of Everett. The City of Everett regulates Critical Areas via their <br /> municipal code in Title 19,Chapter 37. Per the Snohomish County Assessor's office,the site encompasses <br /> approximately 0.48 acres. The site is currently developed with a single-family residence which was <br /> constructed in 1993. The site slopes from south to north and east to west. <br /> PROJECT DESCRIPTION: <br /> The City of Everett provided Mr. Wang with a violation citation dated October 18, 2010, referencing <br /> Code Enforcement Case #10-0909. This violation citation from the City of Everett Code Enforcement <br /> Unit stated that an inspection of the property revealed the existing single-family residence on the site <br /> had been altered without the required permits. In addition,the City of Everett Code Enforcement Unit <br /> received complaints that Mr.Wang was digging dirt out from the basement and dumping that dirt in the <br /> stream, transported back and forth with use of a wheelbarrow. Mr. Wang subsequently met with the <br /> City of Everett staff on several occasions to discuss the requirements to rectify the subject code <br /> violation. During these discussions, Mr. Wang was notified of the requirement to hire a qualified <br /> environmental professional to conduct a Habitat Assessment on the property and determine if any of <br /> the code violation actions impacted regulated Critical Areas or wildlife habitat of special status wildlife <br /> species. Per Mr. Niels Tygesen at the City of Everett, a Habitat Assessment and brief report would <br /> suffice for this review, since Mr. Wang has decided to keep the property in a single-family use. <br /> Therefore, Mr. Wang retained Wetlands & Wildlife, Inc. to complete the Habitat Assessment, prepare <br /> this brief report, and prepare an approximate Critical Areas map (attached to this report as Figure 1). <br /> Per my discussions with Mr. Tygesen, a delineation of on-site Critical Areas is not required for this <br /> property,since Mr.Wang is not proposing to expand the single-family residence. <br /> Wetlands& Wildlife,Inc.
