EVERETT CITY COUNCIL AGENDA I l'hM COVER SHEET
PROJECT TITLE:
Authorize Purchase of Two Briefing COUNCIL BILL#
Ambulances from Braun Proposed Action Originating Finance/Purchasing
Northwest Inc Utilizing Department
Marysville Fire District Consent Contact Person Theresa Bauccio-Teschlog
Contract X Action Phone Number (425)257-8901
First Reading FOR AGENDA OF January 23,2019
Second Reading
Third Reading
Public Hearing
Budget Advisory Initialed by:
Department Head
Administration
Council President
Location Preceding Action Attachments Department(s)Approval
Interlocal Proposal Fire Department
Amount Budgeted $438,789.02
Expenditure Required $403,688.64 Account Number(s): 153 5200000640
Budget Remaining $35,100.38
Additional Required
DETAILED SUMMARY STATEMENT:
In November 2018 the EMS levy passed. The levy provided funding for critically needed EMS equipment.
The Fire Department requires two 2019 North Star 171-3 Ambulances. The new units are available from competitively
bid Marysville Fire District contract with Braun Northwest Inc. The City has an interlocal cooperative purchasing
agreement with Marysville Fire District that allows us to make purchases from their competitively awarded contracts
in lieu of soliciting bids on our own. One new ambulance will replace a 2005 unit(V0155)that has exceeded its
__--lifeeyele,o 50;000-miles:T-hseeond ambulanee-will=be an=expansion ofthe-ambulanee=fleet from-seven-units-to
eight.
Historically the Fire Department has deployed three paramedic units and one aid unit daily. This fleet model has four
primary ambulances backed up by three units in reserve,to allow for vehicle rotations through routine service and
mechanical breakdowns with no gap in response readiness. With the settlement of the 2018-2019 collective bargaining
agreement, the department now deploys three paramedic units and two aid units daily. This increase of daily
ambulance vehicles has taxed the Fire Department's ability to service the fleet by both increasing departmental
ambulance hours/miles while concurrently reducing the number of available reserve units. An expansion of one unit
will provide the needed number of vehicles to provide response readiness while allowing for routine service and
typical fleet mechanical problems.
RECOMMENDATION(Exact action requested of Council):
Authorize purchase of two Ambulances from Braun Northwest Inc utilizing Marysville Fire Contract in the
amount of$403,688.64,including Washington state sales and motor vehicle excise taxes.
47
