Kelly D.Raulston,Respondent,is the owner of property at 1709 Cedar Street,Everett, <br /> Washington(subject property),which is in an R-2, Single-Family Medium Density <br /> Residential zone. A single-family residential structure with detached garage is located on <br /> the subject property. (Exhibit#12, Snohomish County Assessor's record, dated December 1, <br /> 2017) (Exhibit#13, Go Sync Map) <br /> 2. In response to a complaint of a residential structure covered with a tarp,City of Everett <br /> Code Enforcement Officer Cindy Keirsey'conducted an inspection of the subject property <br /> on February 25,2016. While on site,Officer Keirsey observed and photographed that <br /> plastic sheeting which had been covering a rear corner of the residential structure had been <br /> shredded leaving the exterior walls exposed to the elements. She further observed that the <br /> exterior surfaces of a detached garage and residential structures had peeling and missing <br /> paint. Officer Keirsey referred this matter to the City of Everett Building Division for <br /> review of code violations. On February 26,2016, City of Everett Chief Building Inspector Ted de Budden conducted <br /> an inspection of the subject property and observed that the southeast corner of the residential <br /> structure was missing wall sheathing and siding,which exposed the wall studs and gypsum s <br /> wall board to the elements. The deteriorated condition and unprotected portion of the <br /> structure had compromised the structural integrity rendering the structure as unlawful. Chief <br /> Inspector Budden posted an unlawful structure placard on the subject property. On March 8,2016,a notice to comply was sent via first class mail to the Respondent <br /> informing him of conditions observed on the subject property that were in violation of City <br /> ordinances. The notice provided a corrective action date of April 8,2016 to abate the <br /> violations. On March 28,2016,the Respondent contacted Officer Keirsey to inform her that he had <br /> gone to the City of Everett Building Division to inquire about required permits to repair the <br /> 'Cindy Keirsey is no longer employed by the City of Everett, <br /> 2_ 6s, <br />
