These upgrades will include provisions <br /> for painting a new larger aircraft. The existing alternative means of compliance <br /> agreement does not apply to the electrical permits for these upgrades as the new larger <br /> aircraft encroaches on the existing hazardous classified area boundaries, and the <br /> electrical codes have been revised to be more restrictive. As a result, electrical permits <br /> will require conformance to current electrical code unless an updated alternative means <br /> of compliance is agreed upon by the City of Everett. <br /> The existing agreement was based in part on testing the atmosphere in the paint hangar <br /> for flammable gases during the decorative paint process. This testing combined with <br /> historical data indicated that a reduced hazardous classified area did not compromise <br /> life safety. At this time, the new larger aircraft is not available to perform similar testing, <br /> and the building will require modifications that have not been completed. For this <br /> reason, this request for alternative means of compliance will rely in part on the use of <br /> Computational Fluid Dynamics (CFD) analysis to model flammable gas concentrations <br /> throughout the hangar during the decorative process. This CFD analysis includes both <br /> the current configuration and aircraft to allow validation against existing test data, and <br /> the future configuration and aircraft to estimate future conditions. A CFD analysis report <br /> has been generated that provides more detail than is practical to provide in this letter, <br /> but is considered to be proprietary information as it contains substantial information <br /> about both the 777X aircraft and Boeing manufacturing processes.
