PLANNING DIRECTOR DETERMINATION <br /> Review Process I#15-004 <br /> Review Process II#15-006 <br /> May 26,2015 <br /> The City of Everett Planning Department grants APPROVAL of the request by Ross N.Wood <br /> of Castlewood Holdings NW LLC to change the use of the single family residence to an office <br /> at 3619 Colby Avenue with the following conditions: <br /> 1. Parking must be provided at a ratio of 1 space per 400 square feet. <br /> 2. A sign permit must be obtained for any signage proposed for the property/business. <br /> 3. Landscaping must be provided per the approved landscape modification. <br /> 4. A building permit with drawings will need to be submitted for a change of occupancy <br /> with the building department <br /> The City of Everett Planning Department also grants APPROVAL of the landscaping <br /> modification request to reduce the required 10-foot Type I or 15-foot Type II landscape strip on <br /> the south property line as well as use an alternative Iandscaping treatment between the buildings <br /> on the north property line with the following conditions: <br /> 1. Provide landscaping as shown on the approved landscape plan.All landscape areas must <br /> be maintained with respect to creating a healthy growing condition and attractive <br /> appearance as well as being free of weeds and trash as specified in the Everett Municipal <br /> Code 19.35.130. <br /> 2. The new fence along the north property line must be maintained in good condition and <br /> free of graffiti. <br /> 3. The pathway along the north property line must also be maintained and remain passable. <br /> 4. One additional street tree must be provided along Colby Ave. <br /> 5. At the time of planting, shrubs must be a minimum of 18"in height and trees must be a <br /> minimum of six feet in height with at least a 21/" trunk diameter. Groundcover must be <br /> planted to attain 90 percent coverage within three years of planting. <br /> 6. A City of Everett assurance device is required prior to the issuance of a Certificate of <br /> Occupancy for not less than 10 percent of the cost of replacing the materials. Provide a <br /> written estimate for the cost of materials along with the assurance device. <br /> The Planning Director approved the landscape modifications based on the following: <br /> The subject property is located in the B-1 zone,Neighborhood Shopping.
