3. The subject property abuts Evergreen Way to the east and Fleming Street to the <br /> west. Adjacent land uses include offices in a nonconforming single-family <br /> residence to the north, retail/restaurant to the south and east, and multifamily <br /> residential to the west. A 14-unit apartment building abuts the site's west <br /> boundary adjacent to the building at 6408 Evergreen Way. (Exhibits 1, 2, and 8; <br /> Ingalsbe Testimony) <br /> 4. The 1,150 square foot addition to the building at 6408 Evergreen Way was built <br /> without permits sometime in 2008. In reviewing the correction of that situation, <br /> City Planning Staff issued an addendum was issued to the original SEPA <br /> determination (SEPA 15-010). (Exhibits 1, 2, and 7) <br /> 5. Upon review of the application, City of Everett Public Works staff determined that <br /> the proposal would result in a traffic increase of approximately 4.2 PM peak hour <br /> trips over existing conditions. Planning Staff noted that traffic mitigation fees <br /> would be required to mitigate this increased demand for area transportation <br /> services. (Exhibit 1) <br /> 6. The shared parking lot serving the existing retail and service uses is developed <br /> with 97 paved parking stalls that access at 6500 Evergreen Way. There are nine <br /> additional spaces accessed from Fleming Street. According to the City's off- <br /> street parking standards, a minimum of 70 parking spaces are required: 24 <br /> spaces to serve the 7,123 square foot auto parts store, 43 spaces for the auto <br /> body repair business, and three additional spaces for a freestanding espresso <br /> stand. The proposal would reduce the number of available spaces to 93 stalls. <br /> Parking standards would be satisfied. (Exhibits 1 and 2; Ingalsbe Testimony) <br /> 7. The site frontage along Evergreen Way is improved with curb, gutter, and <br /> sidewalk; however, the existing sidewalk does not meet the current eight-foot <br /> wide sidewalk standard for the MUO zone. While there is no curb, gutter, or <br /> sidewalk along the Fleming Street frontage, existing buildings are currently serve <br /> by municipal sewer and water. The Applicant is not required to widen the <br /> sidewalk along Evergreen Way because the amount of the improvement to the <br /> buildings would not exceed 50% of their value. (EMC 19.318.015) Everett <br /> Public Works Department is not requiring street improvements along the Fleming <br /> Street frontage because the existing street, utilities, and public services are <br /> adequate to accommodate the proposed and existing uses. (Exhibits 1, 8, and 9; <br /> Ingalsbe Testimony) <br /> 8. Presently, there is no landscaping on properties 6324 through 6408 Evergreen <br /> Way; nor is there landscaping along Fleming Way except along the west side of <br /> 6500B Evergreen Way. Parcels 6410 and 6500 Evergreen Way have existing <br /> landscaping along Evergreen Way and in the parking lot that satisfy the required <br /> landscaping standards EMC 19.35, which requires ten feet of landscaping along <br /> street frontages and five feet along interior lot lines (Landscape Category B). <br /> The additional landscape standards of EMC 19.31 B, adopted in 2012, also apply <br /> ,�` 3 <br /> p <br />
