As you previously explained, the s1.11—...we is currently being used to develo test a cooling process for
future commercial sale. The installation of the hard-wired fans, the alteration of the wall structure, and the fans
serving as a mechanical ventilation system are reasons a permit is required for such installation.
From: Donald Cunningham
Sent:Thursday, February 1, 2018 10:32 AM
To:Ted de Budden <TdeBudden@everettwa.gov>
Subject: FW:
Here is an email Tony sent me reference the Electrical Permit issued for the 600 Amp service for the garage at 2324
Walnut. I have also copied below, my current draft—describing what we found inspection the garage. Please let me
know if any of my descriptions need correction.
Can you send a short email—confirming the electrical permit was issued, though it has not yet received final approval—
and that the fan were installed without required permits—that would be helpful. While some forms of business uses are
permitted in a residential zone, the Land Use Table prohibits Research and Testing Labs in R Zones. He will have to
obtain permits and approvals to return the property to a compliant state.
Thanks!
Don
Don's Draft:
Our office has received a complaint regarding (conditions) that is/are present upon the property. An inspection
of the detached garage structure at your property located at 2324 WALNUT ST, was made on January 22,
2018. Prior to this inspection, an electrical permit was issued on November 20, 2017 and a 600 AMP Electrical
Service with 22 branch circuits was installed, permit number E1711-160. The recent inspection of the garage
revealed (18) computers and (18) power supplies mounted on a rack near the center of the room. Three large
grills/vents were installed in the west wall (garage door) and two large commercial fans were installed in the
east wall, projecting air out of the structure in an east direction. Wooden louvers were mounted around the two
fans to further direct airflow as part of the attempt to effectively cool the heat generated by the computers. As
you previously explained, the structure is currently being used to develop and test a cooling process for future
commercial sale. The fans were installed without required permits.
From:Tony Lee
Sent:Tuesday,January 30, 2018 4:14 PM
To: Donald Cunningham <DCunningham@everettwa.gov>
Subject: RE:
Hi Don—
Electrical permits are issued over-the-counter without a plan review. The permit is valid for the electrical work that was
done, it is not valid for a change of use of the structure.
Every change of occupancy in a structure requires a building permit per Section R105.
Thanks,Tony
From: Donald Cunningham
Sent:Tuesday,January 30, 2018 8:26 AM
4
