I
Ar/OPP
101712,16IC
Dry'
:;fix
August 7, 1997
Chuck Lauby
Office Interiors, Inc.
2002 Madison
Everett, WA 98203
Subject: Drainage at 1806 75th Street SE
Dear Mr. Lauby:
Your inquiry concerning the problem with drainage from the channel to the south of your house
(north fork of Wood Creek) has been reviewed by our surface water management staff. A field
visit to the site was conducted by Jane Zimmerman (City staff) and Jim Simpson (PUD staff)
earlier this year.
During the field visit it was noted that there was evidence of yard debris and tree debris j
(including large limbs, branches, and trunks) that had obstructed the movement of water and
sediment in the channel. Large trees had been cut down, primarily behind the properties of 7509
17th Avenue SE and at 1710 75th Street SE, and the debris had been left in and around the
stream channel. Sediment carried by the stream flow had then built up behind the numerous large
pieces of wood in the channel and had forced the stream flow out of the channel.
Once the stream flow left the channel, the local topography caused the water to flow through the
yards of the homes on the south side of 75th before it re-entered the channel farther downstream
to the east. The backyards of many of the homes along the south side of 75th are actually lower
than the stream channel.
There is surface water runoff from streets to the west of your property; however, the City regards
this channel as the natural drainage course for this runoff. The channel appears to have been
adequate to convey stormflows prior to the obstruction with tree and yard debris.
We believe that the City does not have an obligation to correct this problem and recommend that
you discuss an alternative solution with your neighbors with regards to debris removal.
If you have any questions please contact our office at 257-8810.
Sincerely,
arr. ford, Director
Engineering & Public Services — r W
q . ane, z 1 e)en ate' t o ll
ICA Lj c1/8-971trs.doc(p7)
CITY OF EVERETT• 3200 Cedar Street• Everett,WA 98201 •(425)257-8800• Fax(425) 257-8856
