Exhibit "A" <br /> Scope of Services, Time of Performance, Budget, <br /> Payment, Notices, and Representatives <br /> Scope of Service <br /> A. Activities/Project Description <br /> The Subrecipient will be responsible for administering the Minor Home Repair program in a manner <br /> satisfactory to the City and consistent with any standards required as a condition of providing these <br /> funds. Such program will include the following activities eligible under the Community Development <br /> Block Grant Program: <br /> Program Delivery <br /> Houses and Mobile Homes on private property: <br /> A) Services provided by the Minor Home Repair Program may include plumbing work and <br /> electrical repairs, furnace repairs or replacement, pest control services, roof work, window <br /> replacement, carpentry, sewer lines, grab bars, door locks, smoke alarms, temporary and <br /> permanent accessibility modifications and other health and safety related home repairs. The <br /> Minor Home Repair program allows a homeowner up to $5,000 for minor home repairs in a <br /> one-year contract period. <br /> B) Minor Home Repair projects will be limited to $5,000.00 each of actual dollars spent (labor <br /> and materials) on single-family homes on their own lots/property. Once this dollar amount has <br /> been reached then the client will be referred to the City of Everett's Community Housing <br /> Improvement Program (CHIP). This dollar amount calculation starts with the 2018 <br /> Supplemental Contract and is not retroactive. This amount may be increased by the City of <br /> Everett after CHIP reviews the property to assess if the property and client are eligible for <br /> CHIP funding. For clients who do not qualify for CHIP, with City of Everett pre-approval, <br /> additional work may be done by Minor Home Repair up to $3,000.00 per year, for a total of no <br /> more than $8,000.00 total project funds per home/property over a 5-year period. This amount <br /> may be increased with review and approval by the City of Everett after review of the safety <br /> needs of the home. <br /> Mobile Homes on leased/rented land: <br /> A) Services provided by the Minor Home Repair Program may include plumbing work and <br /> electrical repairs, furnace repairs or replacement, pest control services, roof work, window <br /> replacement, carpentry, sewer lines, grab bars, door locks, smoke alarms, temporary and <br /> permanent accessibility modifications and other health and safety related home repairs. The <br /> Minor Home Repair program allows a homeowner up to $5,000 for minor home repairs in a <br /> one-year contract period. <br /> B) Under rare and exceptional instances, with City of Everett pre-approval, the Minor Home <br /> Repair Program Director may approve additional an allocation of up to $3,000 per year for <br /> slightly larger repairs for a very limited number of homeowners, not to exceed a total of <br /> $8,000. Some examples include: tubs to showers, more extensive handicap accessibility <br /> modifications, drinking water hook ups and repairs, roof work, and well pump replacement or <br /> repairs and other health and safety related home repairs. <br /> A-1 <br />
