However the Environmental Laboratory does not provide analytical services for organics and other <br /> special analytes. This agreement between the City and the King County allows King County's <br /> Environmental Laboratory to provide organic algal testing. This testing will be used as needed for taste and <br /> odor issues, and to determine if algae are present in the Lake Chaplain and Spada Reservoirs due to blooms, <br /> or at other surface waters in the City of Everett. Organics testing is also needed for compliance sampling for <br /> Industrial Pre-Treatment(IPT) and to satisfy Dept of Ecology required testing at the Everett Water Pollution <br /> Control Facility for its National Pollution Discharge Elimination System(NPDES)permit. This five year <br /> agreement replaces a previous annual agreement. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Authorize the Mayor to sign a five-year Technical Services Agreement with King County for laboratory <br /> services for an amount not to exceed$60,000.00. 27 <br />
