r <br /> Regardless of party control of Congress and the Administration,Holland&Knight provides effective <br /> representation and advocacy on behalf of local governments and delivers results. We have <br /> achieved success for our municipal clients in transportation,maritime,aviation,water, <br /> environment,sustainability,public safety,and housing/community development. <br /> One of the more significant evolutions in state/local funding from the federal government has been <br /> the transition from earmarks to grant solicitations. However,Holland&Knight has been on the <br /> forefront of these changes. <br /> From 2010 to the present,Holland&Knight has secured hundreds of millions in grants and <br /> programmatic funding for our clients covering the spectrum of local government issues,including <br /> over$400 million in Department of Transportation(DOT) BUILD grants,more than$25 million in <br /> Department of Justice (DOJ) COPS hiring,$16 million in Assistance to Firefighters (AFG)grants, <br /> over$40 million in SAFER grant funding for emergency responses,and almost$300 million in the <br /> Environmental Protection Agency(EPA)WIFIA loans for our local government clients. <br /> Recent successes for some of our 42 local government advocacy clients include the following: <br /> Norfolk, VA: Holland&Knight has advised the second-largest city in Virginia for 14 years on issues <br /> related to Naval Station Norfolk-the largest naval base in the world. This counsel has included <br /> strategies to enhance the mission at the facility by homeporting Virginia class submarines there for <br /> the first time. The firm has also provided advice on protecting nearby Department of Defense <br /> facilities such as a master jet base in order to help protect the six aircraft carriers currently home- <br /> ported in Norfolk. Our work has also included securing federal funding for key infrastructure <br /> enhancements to ensure access to the base. <br /> Seattle WIFIA: Holland&Knight helped City of Seattle Public Utilities secure an EPA WIFIA loan of <br /> $197 million for its Ship Canal Water Quality Project.This project will control seven uncontrolled <br /> outfalls to prevent more than 60 million gallons of raw sewage and polluted storm water runoff <br /> from overflowing into the waterbody each year. <br /> We scheduled meetings with the EPA political and career staff to discuss the City's watershed needs <br /> and learn how to best frame their project application to meet the Administration's priorities for the <br /> most recent WIFIA round.Additionally,we drafted letters of support for the delegation to send to <br /> the EPA. Seattle was the only local government in Washington State to receive a WIFIA loan for the <br /> FY 2018 round. <br /> Philadelphia,PA: Holland&Knight has served the City of Brotherly Love since 2011. The successes <br /> and results Ms. Pollner and other advocates have achieved for the City during the past four years of <br /> our tenure as their federal advocate has included the City's designation as a Promise Zone,which <br /> helped bring federal investment and attention to historically underserved West Philadelphia. <br /> In addition,Holland&Knight helped the City receive$10.3 million in TIGER(now known as BUILD) <br /> funding for the"Closing the Gaps"Pedestrian and Bicycle Access Project. Finally,we recently <br /> secured a position for Mayor Jim Kenney as co-chair of the U.S.Conference of Mayors Hunger and <br /> Homelessness Taskforce. This post provides a platform for Mayor Kenney to help highlight one of <br /> his top priorities at the national level. <br /> Charlotte,NC: Holland&Knight was instrumental in securing a new airport control tower for the <br /> Charlotte Douglas International Airport in a tight fiscal environment.
