Environmental Protection Agency(EPA): Holland&Knight has close working ties with Acting
Administrator Andrew Wheeler and his chief of staff,Ryan Jackson,Assistant Administrator for the
Office of Water David Ross,Assistant Administrator for Air Bill Wehrum, and Assistant
Administrator for Enforcement and Compliance Susan Bodine.
Department of Transportation: Holland&Knight has worked extensively with Secretary Elaine
Chao and her senior staff including: DOT Deputy Secretary Jeff Rosen,Deputy Assistant Secretary
for Intergovernmental Affairs Anthony Bedell,Special Advisor to the Secretary for Infrastructure
James Ray,Chief of Staff Geoff Burr, and Deputy Assistant Secretary of Transportation Policy
Thomas"Finch"Fulton. We also have excellent working relationships with the career staff in the
newly created Build America Bureau, which administers the BUILD (formerly known as TIGER),
INFRA(formerly known as FASTLANE),and TIFIA programs.
Department of Interior: Holland&Knight knows Deputy Secretary(currently Acting Secretary)
David Bernhardt,Bureau of Reclamation Commissioner Brenda Burman, and Director of the Office
of Intergovernmental and External Affairs Todd Wynn.
10.Identify and create opportunities to highlight the Mayor's and other City leaders'
priorities at the federal level through forums, speaking opportunities and innovative
partnerships.
As previously mentioned,Holland&Knight excels at creating opportunities to showcase the mayor
and other City leaders'priorities at the federal level. Holland&Knight has positioned municipal
clients to testify at congressional hearings and has helped create roundtables and other forums to
highlight local government initiatives.
For example,Holland&Knight recently helped City of Seattle leadership to secure an invitation to a
private meeting about autonomous vehicles. The gathering included key members of the House
Transportation and Infrastructure Committee such as Chairman Bill Shuster,Highways and Transit
Subcommittee Chairman Sam Graves (who is expected to be the committee's ranking member next
month) and other Republican members of the committee. Seattle was the only municipality invited
to the meeting-showcasing city officials as leaders on this innovative issue.
We have also positioned our clients to speak at congressional caucus forums. We recently worked
with the Congressional Black Caucus to hold a roundtable on water infrastructure and workforce
needs, and had Atlanta's watershed commissioner speak at the forum, which many congressional
members and staff attended.
With the upcoming reauthorization of the surface transportation bill, the congressional
authorization committees are planning to hold hearings and roundtables the beginning of next year.
The City of Everett uniquely encompasses all of the transportation modes-roads,bus,
port/maritime,and rail-and could speak to all of the municipal transportation needs and priorities
for the reauthorization of the FAST Act. We could work to secure opportunities for Everett to
testify at one of the hearings or participate in roundtables.
Holland 8c Knight Confidential Presentation for the City of Everett I 25
