building trust and community relationships to reducing gun violence and homeland security,we <br /> have been able to effectively advise clients on the best way to position their grant application. <br /> Our client,the City of Atlanta,submitted a COPS Hiring Request without any assistance and was not <br /> awarded funding. Holland&Knight had the COPS office provide a debrief of the application they <br /> previously submitted and we then we worked with them through the new cycle of funding for <br /> COPS. Through this process,we strengthened their application by refocusing the priority area to <br /> match DOJ's priorities,engaged their delegation and held several meetings with the COPS office. <br /> The result: Atlanta received of the highest COPS awards in 2017,$1.875 million to hire 15 law <br /> enforcement officers. <br /> In addition,if selected,Holland&Knight will continue to work closely with Everett to gauge how its <br /> priorities may benefit from the annual appropriations process. While Congress has ended <br /> appropriations earmarks,there are"softer"strategies that can be used in the annual appropriations <br /> bills to stress certain types of initiatives,including report language and programmatic funding. We <br /> will then use our extensive relationships with the Senate and House Appropriations Committee <br /> members to achieve the City's funding priorities through the annual appropriation bills. <br /> For example,Holland&Knight learned the City of Seattle had previously benefited from the <br /> Regional Catastrophic Preparedness Grant program that provided funding to the Puget Sound <br /> region to establish coordinated catastrophic disaster plans for the region. Congress stopped <br /> providing funding for the program in 2011. <br /> In response,we mapped out a strategy and worked with Sen.Patty Murray and the Homeland <br /> Security Appropriations Committees to restore funding for the program to update disaster plans. <br /> As part of the strategy,we built a coalition with other cities and former grantees to weigh-in on <br /> request. The Senate Homeland Security Appropriations Committee responded by including$15 <br /> million in the pending FY 2019 appropriations bill. <br /> Furthermore,if earmarks make a comeback,Holland&Knight is well-positioned to help the City <br /> achieve success there as well. <br /> G. How will we benefit from your approach? <br /> If selected,Holland&Knight will work to ensure that Everett gets the results it deserves. We will <br /> help position the City as a solutions-oriented innovator and help showcase its initiatives at the <br /> federal level. We also will help develop new partnership and alliances to help the City advance its <br /> policy and regulatory priorities. And,we will work to help the City get its fair share of federal <br /> funding. <br /> As previously mentioned,from 2010 to the present,Holland&Knight has secured hundreds of <br /> millions in grants and programmatic funding for our clients covering the spectrum of local <br /> government issues. These include over$400 million in DOT BUILD grants,more than$25 million in <br /> DOJ COPS hiring,$16 million in AFG grants,over$40 million in SAFER grant funding,and almost <br /> $300 million in the EPA WIFIA loans for our local government clients. <br /> H.
