These include corporations, trade associations, and nonprofit organizations across
several industries, such as financial services, transportation, healthcare, telecommunications and
energy,among others.
Mr.Bock is committed to working extensively with Senate Democratic leadership to ensure that
clients have key information and reach the right decision-makers at the right time. He has used his
experience and relationships to help many clients achieve their legislative, regulatory and political
goals.
For example, when a major banking trade association faced repeated federal tax increases on its
products,Mr.Bock helped persuade 60 senators to block the"tax on mortgages." Additionally,
when a large trade association sought an unprecedented Congressional Review Act reversal of a
U.S.Department of Agriculture regulation,Mr.Bock worked to convince dozens of Democratic
senators and the legislation passed the Senate.
Central to Mr.Bock's practice is his role in leading the Holland&Knight Committee for Effective
Government, the firm's federal political action committee (PAC),which,in recent election cycles,
ranked among the top three law firms in the total amount of contributions given to candidates. Mr.
Bock crafts strategies for Senate Democratic caucus fundraising and helps leverage the PAC's
resources for firm clients.
As chief of staff for Sen.Herb Kohl from 1997 to 2009,Mr.Bock was responsible for formulating
and executing the Wisconsin Democrat's legislative agenda through the creation of effective
bipartisan coalitions with members of the Senate,U.S.House of Representatives and the
Administration, along with outside interest groups. While serving as Kohl's chief of staff,Mr.Bock
was effective at developing networks of government contacts, bringing together members of both
parties to address a range of policy topics.
Holland 8c Knight Confidential Presentation for the City of Everett I 42
