SCOPE OF WORK FOR BUSINESS IMPROVEMENT AREA SERVICES 10/29/201 8 <br /> EVERETT STATION <br /> Business Improvement Area <br /> BACKGROUND <br /> The Everett Station District Alliance began organizing in 2014 and became a formal <br /> nonprofit in July 2017. Its goal is to stimulate the development of a vibrant community <br /> in the Station area. As an extension of the City of Everett's vision for the Station area, <br /> there is opportunity to develop the area into a genuine transit-oriented neighborhood. <br /> A broadly endorsed vision will enhance opportunities for zoning decisions, develop- <br /> ment incentives,pilot projects and investments that work toward achieving the vision. <br /> To provide a sustainable and neighborhood-based funding source for the Alliance and <br /> neighborhood services, the City of Everett is interested in exploring the feasibility of <br /> forming a Business Improvement Area (BIA) for the Everett Station district. <br /> BDS Planning & Urban Design is well suited to Everett Station's needs for this BIA for- <br /> mation project. BDS Principal and Project Director, Brian Scott, has been doing busi- <br /> ness district revitalization — and specifically business improvement districts (BIDs) — <br /> for almost 4o years. He helped write Oregon's enabling legislation for BIDs in 1985 and <br /> led the effort to revise the state law twice in order to make it work better for local busi- <br /> ness districts. As President and Executive Director of Oregon Downtown Development <br /> Association, Brian helped dozens of communities create, manage, modify, and renew <br /> such districts. In 2007, as a private consultant, Brian won the contract to implement <br /> the City of Seattle's BIA Assistance Program, and BDS has been the City's BIA expert <br /> ever since. BDS has played a role in each of Seattle's 10 BIAs, creating three brand new <br /> districts, reinventing and substantially expanding three others, and supporting modest <br /> expansions of two more. BDS also reinvented and expanded the downtown Everett BIA <br /> in 2017, created a new BIA in Spokane in 2016, and played a formative role in the down- <br /> town Edmonds BIA, and downtown Vancouver DIA. <br /> Specifically, our BIA portfolio includes: <br /> • Downtown Spokane BID - equity assessment and <br /> formula updates, 2018 <br /> • SODO BIA (south of downtown Seattle) - new dis- <br /> trict, 2013; reauthorization and expansion, 2018 . <br /> • Ballard Improvement Area- new district, 2016 - X- <br /> • <br /> BDS <br />
