MAGNUSSON <br /> KLEMENC[C <br /> ASSOCIATES ■ <br /> INTRODUCTION <br /> This document has been initiated by Magnusson Klemencic Associates (MKA) for the Providence <br /> Regional Medical Center Everett (PRMCE) North Site project in Everett, Washington. This document is <br /> developed to satisfy the City of Everett Stormwater Management Manual (SWMM), Minimum <br /> Requirement 2, which requires the development of a Construction Stormwater Pollution Prevention Plan <br /> (CSWPPP) to address the prevention of erosion and discharge of sediment during construction. Since a <br /> contractor has not yet been identified, MKA has created this document without benefit of any input from <br /> the contractor that will be in charge of the site during construction. Areas of the CSWPPP that require <br /> input from the contractor have been noted as such. <br /> When the contractor is selected they will be required to take ownership of and update this CSWPPP to <br /> address project schedule and sequencing as well as planned means and methods to mitigate erosion <br /> that may result from construction activities. <br /> The CSWPPP is a living document reflecting current conditions and changes throughout the life of the <br /> project. These changes may be informal (i.e., hand-written notes and deletions). Update the CSWPPP <br /> when the Certified Erosion and Sediment Control Lead (CESCL) has noted a deficiency in Best <br /> Management Practices (BMPs), deviation from original design or when revisions are necessary because <br /> of changed conditons. <br /> The format of this document largely follows the general requirements for developing a CSWPPP outlined <br /> in Volume II, Chapter 2 of the SWMM. Because the site discharges to a combined sewer and not <br /> directly or indirectly to a receiving body of water, modifications have been made to reflect this condition <br /> in the requirements. <br /> PROJECT DESCRIPTION <br /> The North Site of PRMCE is located at 1815 13th Street and is bounded by 13th Street on the south, <br /> residential blocks to the north and east, and the Providence Regional Cancer Partnership facility to the <br /> west. The existing North Site contains PRMCE's Central Utility Plant (CUP) and temporary surface <br /> parking. See Figure 1 for a Vicinity Map showing the project location. <br /> In preparation for a future clinic facility to be constructed in the north third of the site, the North Site <br /> project will relocate existing utility infrastructure to avoid conflicts with the new clinic building. The <br /> project will also expand the existing parking lot to the west of the CUP to address increasing demands <br /> for parking. The existing stormwater detention ponds in the northeast corner of the site will ultimately <br /> conflict with the clinic facility footprint and so will be replaced with an underground detention vault east <br /> of the CUP. The project limits of work are shown on the Project Site Plan included as Figure 2. <br /> Additional information regarding the proposed site development is as follows: <br /> • Total site area— 8.98 acres within the property boundary. <br /> • Increase in impervious area —4.58 acres. This area includes the impervious area for a new clinic <br /> and surface parking at the north end of the site which will be under separate permit. <br /> • Total area of earth disturbance—2.77 acres, for the North Site project only. <br /> Construction Stormwater Pollution Prevention Plan <br /> Providence Regional Medical Center Everett, North Site, Everett, Washington <br />
