MAGNUSSON
KLEMENCIC
ASSOCIATES .■
project will disturb more than 1 acre of land and so is required to prepare a CSWPPP as part of this
requirement.
The DOE does not require coverage under the General Permit or the preparation of a CSWPPP for
systems discharging to combined sewer; per the DOE's Construction Stormwater General Permit Special
Condition S1.B.2.a, operators of construction activities that discharge to a combined sewer are exempt
from these requirements. With this in mind, the North Site project proposes a "modified" CSWPPP,
specifically addressing the BMPs applicable and appropriate for discharging to the combined sewer.
With no contractor currently engaged on the project, a framework for the project's CSWPPP has been
included in Appendix E. It is understood that the contractor will ultimately be responsible for the final
preparation of the CSWPPP and implementation of the measures outlined in this document. Once on
board, they will work to edit this framework based on their proposed sequencing as well as their
preferred means and methods for construction.
V_.__ SOURCE CONTROL PLAN
The Activity Worksheet has been reviewed (Figure 1.1 in Volume IV, Chapter 2, of the COESWMM) and
it is confirmed that there are no point sources of pollution on the site that could affect the stormwater
drainage system. Therefore, Minimum Requirement#3: Source Control of Pollution is met with no
action required.
VI. SPECIAL REPORTS AND/OR STUDIES
Existing soil types are described in the project geotechnical investigation prepared by GeoEngineers titled
"Geotechnical Engineering Design Report, Central Utility Plant West Parking Lot, Everett Washington for
Providence Regional Medical Center," dated April 22, 2016. A copy of this report is included in
Appendix B.1. This current report summarizes and updates the recommendations provided in the
previous report titled "Geotechnical Design Services, Central Utility Plant Parking Lot, Everett Washington
for Providence Regional Medical Center," dated October 17, 2012, which was prepared by
GeoEngineers for the CUP Parking project completed in 2013. This second report has been included in
Appendix B.2, as it addresses items such as infiltration rates for the site, which are not re-summarized in
the current report.
VII. OTHER PERMITS
Table 3 summarizes the other regulatory permits and requirements to be considered, as listed in
Appendix A of the COESWMM.
Table 3.
