i RESOLUTION NO. A RESOLUTION to establish primary and alternate representation on the Washington State Transit Insurance Pool (WSTIP) Board of Directors WHEREAS, the City of Everett on behalf of Everett Transit has been a member of the Washington State risk management coalition for public transit since 2005; and WHEREAS,the coalition is also known as the Washington State Transit Insurance Pool (WSTIP); and WHEREAS, in 2005 the designated board member and alternates were identified with the adoption of the Interlocal Agreement approved on April 27, 2005 as the Transportation and Transit Services Director, City of Everett Risk Manager, and Transit Operations Manager; and WHEREAS, actions by the body in April 2017 identified the Transit Training/Safety Coordinator as a designated alternate to the WSTIP Board of Directors; and WHEREAS, as of January 1, 2019 the Transit Training/Safety Coordinator position is no longer active; and WHEREAS, the position of Operations Program Manager has been identified as the new designated 1st Alternate to the WSTIP Board of Directors; and WHEREAS, the WSTIP interlocal agreement requires a member's governing body to authorize changes to the designated representation on the WSTIP Board of Directors; and WHEREAS, Everett Transit recognizes the Operations Program Manager as the primary liaison between WSTIP and-Everett Transit for day to day operations and oversight of safety, training__ and collision investigations; NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND EVERETT CITY COUNCIL THAT: The approved appointees to represent the City of Everett/Everett Transit on the Washington State Transit Insurance Pool Board of Directors shall be as follows: Director—Transportation and Transit Services Director 1St Alternate—Everett Transit Operations Program Manager 2nd Alternate—City of Everett Risk Manager 8
