/1.44/%/--Ae <br /> PUBLIC WORKS <br /> *44 <br /> MEMORANDUM <br /> TO: Ryan Sass,Public Works Director <br /> FROM: Mark Sadler,Operations Superintenden " ��:��'� <br /> DATE: February 4, 2019 <br /> RE: Amendment 8 to the Floyd and Snider PSA for the Everett Riverfront <br /> Amendment No. 8 to the PSA with Floyd and Snider is for an additional budget of$244,000.00 to aid the city <br /> in completing the review of the Phase I Shelter Holdings plans at the Everett Riverfront. Shelter Holdings <br /> Phase I plans are to complete about 3000 LF of a new main road between 41'and 36th(which will be <br /> dedicated to the city) and to construct 4 multi-family and multi-use buildings with(rough) approximately of <br /> 75,000 SF with a 30,000 SF grocer and 60,000 SF cinema. The multi-family residential buildings have the <br /> first floor as commercial leased properties with five floors of residential above. <br /> The Main Road is scheduled to start construction in early May of 2019; and the pile foundation work to start <br /> August of 2019 for the Phase I buildings. Occupancy is scheduled in August of 2021. Shelter Holdings six <br /> phase plan will take several years and cost several hundred million to complete. All six phases will be <br /> constructed over the former Everett Landfill and Tire Fire Site, and must comply with the Consent Decree <br /> requirements and be protective of the environment. The city holds the liability for the environmental <br /> protection and to ensure compliance with all CD provisions. <br /> Phase 1 will be the initial construction for occupancy on the Riverfront to implement all provisions of the CD. <br /> Many of the design elements will be the first time the city has had to review and oversee—such as landfill gas <br /> collection under buildings that will be occupied;gas monitoring systems;piles being constructed through an <br /> aquitard; and buildings and fixed structures that can be impacted due to landfill settlement. <br /> The amendment with Floyd and Snider addresses the unique design elements of the site and the required <br /> construction oversite and demonstration of compliance of the CD,with the needs of the Building Official and <br /> Fire Marshall offices for their specialty reviews. <br /> For example the amendment includes: <br /> • A geotechnical engineer subconsultant familiar with the landfill to address pile foundations that will <br /> penetrate the aquitard. These piles must protect the contaminated leachate from penetrating and <br /> impacting the groundwater below,but must also meet the foundation and structural design needs. <br /> • The same geotechnical engineer subconsultant to address settlement due to the landfill on buildings, <br /> utilities,utility connections, and building connections. <br /> • A landfill gas consultant that will assist in the review of the developer's landfill gas collection system <br /> design,the landfill gas protection and monitoring measures for buildings, and for the electrical and <br /> power service to the facility to be designed and constructed safely within a landfill. <br /> The amendment provides for Floyd and Snider to continue to assist staff in plan review of all the specialty <br /> review needs, and the construction oversight including the quality assurance and quality control plans for <br /> design and construction are completed to meet the CD requirements. <br />
