4. The City Council approves the Citizens Advisory Committee recommendation of adjusting all <br /> projects awards evenly listed in this resolution based on the difference between the estimate and <br /> final award for CDBG and HOME fund. If the award difference is greater than $150,000, the <br /> Committee will reconvene to provide an updated funding recommendation. <br /> 5. The Mayor is hereby authorized to make formal application to the U.S. Department of Housing <br /> and Urban Development for funding assistance in accordance with this Resolution and the <br /> requirements of such application. <br /> 6. This Resolution will become part of the formal application to the U.S. Department of Housing and <br /> Urban Development and to the State of Washington. <br /> 7. All payments and income from the Housing Rehabilitation Program(Fund 197) revolving loan <br /> fund will be used for CHIP housing rehabilitation and administrative purposes. This is estimated <br /> at $300,000.00 for 2019. <br /> 8. Capital projects such as recreational facilities, club facilities, health care facilities and similar <br /> facilities using Community Development Block Grant funds are required to match funds at a <br /> minimum of a 50/50 match. <br /> 9. Housing and capital projects funded with Community Development Block Grant, HOME, and <br /> Housing Trust (2060) funds will be loans with terms and conditions brought back in contract form <br /> for City Council approval unless there is other direction given in this resolution. This does not <br /> include loans approved by the Community Housing Improvement Program Loan Review <br /> Committee. The loans for the housing projects will be paid back to the City of Everett unless loan <br /> forgiveness terms are negotiated on a project specific basis. For rehabilitation projects using Rental <br /> Rehabilitation funds there is a minimum of a 50/50 match for these funds now and in the future. <br /> 10. For the following programs/projects: Interfaith Association operations, Cocoon House operations, <br /> Domestic Violence Services operations, Homage for Minor Home Repair, Everett Housing <br /> Authority for Evergreen Cottages, HomeSight, Interfaith Shelter 'B" acquisition, and Housing <br /> Hope New Century/Aspenwood rehabilitation project, and all Public Service funding approved in <br /> this resolution, the Mayor is authorized to execute the contracts and necessary documents to <br /> implement the approved projects. <br /> 11. The required application forms and information are to be sent to the U.S. Department of Housing <br /> and Urban Development to complete all application requirements and the Mayor is authorized to <br /> sign and provide the needed documents. <br /> 12. The first priority for HOME funds is for CHIP housing rehabilitation loans, and those funds shall <br /> be allocated to the CHIP program as long as they are needed to fund housing rehabilitation loans. <br /> For the 2019 Program Year, CHIP has determined, based on program income received, the amount <br /> of HOME funds needed for the program is $131,795. The Mayor is authorized to execute the <br /> contracts with Snohomish County for the CHIP HOME funds in accordance with the Snohomish <br /> County HOME Consortium Interlocal Cooperation Agreement among Snohomish County, the City <br /> of Everett, and the City of Maryville currently in effect. <br /> 13. The year from which the HOME funds will come from will be worked out with Snohomish <br /> County within the Snohomish County HOME contracts. <br />
