NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT <br /> Section 1. The Everett City Council directs the Everett Planning Commission to <br /> prepare a Climate Action Plan (CAP), consistent with the recommendations set forth <br /> in the City's Climate Change And Sustainability Element of the Comprehensive Plan, <br /> adopted in 2015 (Appendix A- GOALS AND POLICIES OF THE CLIMATE CHANGE <br /> AND SUSTAINABILITY ELEMENT). The CAP should be prepared with input from <br /> appropriate agencies and organizations including but not limited to Puget Sound <br /> Clean Air Agency, Puget Sound Council of Governments, Snohomish County PUD, <br /> Department of Ecology and other organizations with technical expertise. <br /> Section 2. The CAP shall at a minimum: address mitigation (reduction of GHG) <br /> through efficient transportation, conservation and energy efficient buildings; <br /> address adaptation by preparing for higher temperatures, increasing storm events, <br /> floods, fires and sea-level rise; and seek green economic development opportunities. <br /> Section 3. The CAP shall set targets for reducing GHG, and adaptation; and <br /> recommend implementing measures to meet policy objectives including but not <br /> limited to: <br /> Establish a goal for 100% renewable energy by 2045, <br /> Support zero emission vehicles and electric vehicle charging infrastructure, <br /> Support low carbon fuel standards, <br /> Improve building efficiencies, and <br /> Link emergency management plans with adaptation measures <br /> Section 4. In preparing the CAP,the Planning Commission will seek public input and <br /> seek opportunities to educate and inform Everett residents on the science of climate <br /> change and actions they can take to reduce GHG and adapt consistent with the <br /> recommendations in the Comprehensive Plan,Appendix A. <br />
