Ted de Budden
From: Ted de Budden
Sent: Thursday, March 16, 2017 1:27 PM
To: Kevin Fagerstrom
Subject: RE: 2517 East Grand
Kevin,
I was able to visit this site today and meet with the rear apartment tenant who allowed entry for us to view the interior
and exterior conditions.
I completely agree that this place has deteriorated to the point that it is seriously compromised, rotted structure etc.
The most serious and urgent issue is the damaged electrical service equipment.
The electrical service entrance connection has become dislodged from the building. This condition is very unsafe due to
the potential for the high voltage electrical conductors to fall onto the driveway, busy roadway, and anyone who could
be beneath at the time.
I explained to the tenant that the equipment should be repaired immediately. Our electrical inspectors think two weeks
is a reasonable time frame for this repair.
The tenant did not have reliable contact information for the owner.
I explained further that if the repairs are not made in a timely manner, my recommendation was that the PUD be
contacted to terminate service at the utility pole.
I posted the building with an unsafe equipment placard as per IPMC section 108.1.2
Additionally,
A permit records search failed to locate permits for this structure to be an approved duplex.
Please let me know how you think we should proceed from here.
Ted M.de Budden
Chief Inspector
Everett Building Department
425.257 7271
Original Message
From: Kevin Fagerstrom
Sent:Tuesday, March 14, 2017 4:01 PM
To:Ted de Budden
Subject: 2517 East Grand
Importance: High
Ted,
This one is bad. It shows to be a duplex, but I'm suspicious. The tenant has moved out of the lower unit and called it in.
When I arrived the exterminator was there and said that the lower unit was overrun with rats. The tenant in the upper
unit invited me in to look. The exterior walls are literally rotting in place. The sills and lintels of the window openings are
falling apart. I could push on the wall sections and they moved at least an inch back and forth. The weatherhead for the
1
