Ted de Budden W i1 •QOS <br /> From: Ted de BuddenWe s �u/` <br /> �- <br /> Sent: Wednesday,August 09, 2017 10:43 AM <br /> To: Kevin Fagerstrom <br /> Cc: Donald Cunningham; Edward Golden;Tony Lee <br /> Subject: 2928 Hoyt Ave <br /> Kevin, <br /> I conducted a "pre repair" inspection yesterday for a contractor submitting an application for permits to repair water <br /> damage to a building located at 2928 Hoyt Ave. <br /> The structure is one of two buildings located on this lot, the subject building is the rear or westerly located structure. I <br /> conducted a permit history and document search to determine the recognized and permitted use of the building. <br /> Tax records indicate that the building is a lbedroom 1 bath dwelling with a 484 sq.ft.garage beneath.The lower portion <br /> of the building has the water damages. <br /> During the site inspection it was revealed that the garage lower portion of the structure has been altered to create a <br /> separate and additional dwelling. <br /> Research indicates that these alterations have been made at some point in the past without required permits and <br /> inspections. Inspection observations reveal numerous code violations, including defective electrical installations, <br /> plumbing, mechanical code violations, and other structural defects. <br /> The upper occupied portion of the structure has been altered from our records to include an additional bedroom. I <br /> cannot locate permits for this alteration. <br /> The two dwellings are served by one electrical service that is damaged and unsafe.The service mast has become <br /> dislodged and not anchored properly.The electrical panel is also not accessible to occupants. <br /> Additionally,other electrical wiring, lighting, and equipment serving this building I observed to be defective and <br /> incorrectly installed. <br /> In summary,this building has been modified, altered, and occupied without required approvals in an unlawful manner in <br /> violation of code. IPMC Section 108.1.4 <br /> It is my determination that this structure is also an Unsafe Structure as defined by code.
