Ted de Budden <br /> From: Ted de Budden <br /> Sent: Thursday, February 15, 2018 11:50 AM <br /> To: Edward Golden <br /> Cc: Kevin Fagerstrom; Leroy McNulty;Tony Lee <br /> Subject: 2928 Hoyt Ave. <br /> Eddie, <br /> Here is a summary I have prepared based on my research of records and the inspection observations made with you <br /> yesterday of the building located at 2928 Hoyt Ave. Everett. <br /> Snohomish County tax records and City permit records indicate that this building is recognized as a two story 3 bedroom <br /> single family residence that was originally constructed in 1910. <br /> Inspection observations reveal that the building has been altered at some point in the past to create 3 separate dwelling <br /> units or apartments. Observed were two apartment units on the main floor with one additional apartment on the <br /> second floor. <br /> I have conducted a records search of the property and am unable to locate required permits and approvals for the <br /> alterations made from single family to multi-family use. <br /> Additionally, it was observed that the structure has deteriorated and unsafe conditions that include but is not limited to: <br /> Rotted and deteriorated front porch flooring and railings. <br /> Rotted and deteriorated porch roof and overhangs. <br /> Damaged crawlspace skirting that allows vermin to enter the structure. <br /> Broken and disconnected plumbing in the underfloor area that is allowing raw sewage to discharge beneath the <br /> building. <br /> Damaged and exposed electrical wiring was observed in the underfloor area. Some damaged electrical wall heaters were <br /> observed to have missing components. <br /> Required electrical outlets are missing at some locations within the apartment units. <br /> Hot water heaters observed in the underfloor area are lacking lack seismic anchorage. <br /> Broken and inoperable windows were observed. <br /> Lack of required fire resistive construction and separation was not provided between the apartment units. <br /> In summary the structure located at 2928 Hoyt Ave. has numerous code violations and defects including life safety <br /> hazards to the occupants. <br /> My findings and observations indicate that this building is an Unlawful structure as defined by code due to the <br /> unpermitted alterations. IPMC section 108.1.4 <br /> The Structure is Unfit for Occupancy as defined by code due to the leaking plumbing and raw sewage discharging <br /> beneath the building. IPMC section 108.1.3 <br /> The Building has electrical,and mechanical equipment that has been damaged and neglected,this is Unsafe Equipment <br /> as defined by code. IPMC section 108.1.2 <br /> I fully support and encourage enforcement efforts to abate the code violations and conditions within this structure. <br /> Thank you for the opportunity to provide assistance with this investigation. <br /> Best regards <br /> 1 <br />
