Ted Budden <br /> From: Ted Budden <br /> Sent: Wednesday, October 07, 2015 11:17 AM <br /> To: Cynthia Keirsey <br /> Cc: Jeff Heilman <br /> Subject: 4018 Hoyt Ave. <br /> Cindy, <br /> I was contacted yesterday by a tenant concerned about conditions at an apartment unit he has leased but has yet to <br /> move into at 4018 Hoyt Ave (basement unit).The tenants name is Josh Walker. His phone#is(425 232-6485. <br /> While I was speaking to Mr.Walker on the phone I conducted a permit search and status check on my computer <br /> concerning the basement unit he was describing.This initial permit search indicated that the basement apartment does <br /> not have approved legal status. <br /> I informed Mr.Walker that I wanted to conduct a more thorough review of the permits, documents and status of this <br /> apartment and get back to him with my findings later in the day. <br /> My research indicates that the basement portion of this building has not received approval for occupancy as an <br /> apartment. I called Mr.Walker to inform him of my findings and to request access to conduct an inspection of the <br /> apartment. <br /> I met Mr. Walker on site later in the afternoon to conduct the inspection. <br /> Here is a summary of my findings. <br /> The basement portion of the house has been altered to create a separate dwelling(apartment). <br /> The alterations have been conducted without required permits and approvals.These alterations are defined as Unlawful <br /> acts per section 106.1 of the IPMC. <br /> Because of these alterations and occupancy the building is an Unlawful structure per section 108.1.4 of the IPMC. <br /> During my inspection I observed the ceiling height of the basement apartment area to be several inches lower than the <br /> code specified minimum height of 7 feet. (IPMC section 404.3) I also observed that the two sleeping rooms within the <br /> apartment lacked code compliant Emergency escape openings. (IPMC section 702.4) <br /> I posted the building with an Unlawful Structure placard.The basement portion of this building should remain vacant <br /> until approved by this office. <br /> Please initiate enforcement action on this property as your schedule allows. <br /> Thank you <br /> Ted Budden <br /> Chief Inspector <br /> Everett Building Department <br /> 425.257 7271 <br /> 1 <br />
