Inspected the residence with Ted de Budden and met owner, Cheri Stewart. Both entry stairs lacked graspable railings,
smoke alarms were absent or not working in the structure, several electrical outlets were either damaged, left uncovered
or had exposed wiring. The West 2/3 of basement remained open framing and much of the wiring appeared consistent
with code requirements (Again-the 2001 Permits that lacked final approval were to raise the house to create a
basement and to wire the basement). In the basement Budden observed the electrical panel was missing some
components, the gas line for the gas dryer was not properly mounted and again a lack of smoke alarms.
Two bedrooms have been created in the East 1/3 of the basement and each had beds, refrigerators, furniture and other
electrical items. The egress window for the Southern bedroom was covered with plywood and the Northern bedroom did
have a window that opens. We did not take measurements and the window sill MAY exceed maximum height above the
floor but ceiling heights were good. THIS SPACE has never been approved for occupancy and will have to be vacated until
approval is gained through the permit process.
I have not yet told the owner how long she has to vacate the basement(likely 30 days)but suggested she move her two
sons into the 2nd bedroom on the main level, keep the basement vacant and seek to gain permits and approvals for the
work done in 2001, have an Electrical Contractor abate current electrical concerns under permit and finish the siding
project-which does not require a permit.
t¢+ rr Don Cunningham
Code Enforcement I Everett Police Department
P:425.257.8564 13002 Wetmore Ave, Everett,WA 98201
Celebrating 125 years everettwa.gov/police I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
2^1 ..
