n, ;2: 2;9: ORDINANCE NO.An Ordinance concerning the Everett 2015-2035 Comprehensive Plan,amendingrdina and as amended by Ordinance 3454-15 WHEREAS,the City of Everett adopted its first Comprehensive Plan under the Washington State Growth Management Act(GMA) in 1994(Ordinance No. 2021-94) and conducted a comprehensive review and update of the Plan in 2015 (Ordinance No. 3454-15);and WHEREAS,the Growth Management Act,codified as Chapter 36.70A,allows for comprehensive plans to be amended on an annual basis; and WHEREAS,the City initiated its 2018-2019 annual comprehensive plan amendment process in July of 2018,which included consideration of Land Use and Urban Design Element amendments; and WHEREAS,the Growth Management Act requires the comprehensive plan to be an internally consistent document and all elements consistent with the future land use map (RCW 36.70A.070); and. WHEREAS,the Growth Management Act requires the City to coordinate, and be consistent with,the comprehensive plans of other counties or cities with which the City has, in part,common borders or related regional issues (RCW 36.70A.100); and WHEREAS,the City provided Snohomish County,the cities of Mukilteo and Marysville,the Puget Sound Regional Council, as well as tribal governments and other agencies with interest in the City,an opportunity to review and comment on the amendments to identify any issues of consistency or concern; and WHEREAS,the City has reviewed the potential environmental impacts of the proposed amendments pursuant to the State Environmental Policy Act(SEPA); and WHEREAS, public notice and opportunity to comment on these amendments was provided through electronic and mail notice to interested parties, a legal notice of public hearing before the planning commission was published in the Everett Herald on January 27, 2019,notice to the Washington State Department of Commerce provided on January 24,2019, a public hearing was held by the Planning Commission on March 5, 2019 and subsequently by the City Council; and WHEREAS,the Everett Planning Commission has recommended (Resolution No. 19-01)that the City Council amend the Land Use and Urban Design Elements after considering public input; and 2019 Comprehensive Plan Amendments 2O
