. s . <br /> Section 4 . Establishment of Special Cultural-Convention . <br /> Center Fund. There is hereby created a special fund in <br /> the City of Everett to be known as the Cultural-Convention <br /> Center Fund. All taxes levied and collected under the <br /> provisions of this ordinance shall be credited to the <br /> Cultural-Convention Center Fund and shall be used only <br /> for the purpose or purposes as specified in Chapter 34 , <br /> Laws of 1973 , 2nd Ex. Session and until withdrawn for <br /> such use, the monies accumulated in such fund may be <br /> invested in interest-bearing securities by the City <br /> Treasurer in any manner authorized by law. <br /> Section 5. Violation - Penalties. It shall be unlawful <br /> for any person, firm or corporation to violate or fail <br /> to comply with any of the provisions of this ordinance. <br /> Every person convicted of a violation of any provision <br /> of this ordinance shall be punished by a fine of not <br /> more than $300. 00. <br /> Section 6. Effect of Partial Invalidity. The invalid- <br /> ity of any article, section, sub-section, provision, <br /> clause, or portion thereof , or the invalidity of the <br /> application thereof to any person or circumstance, shall <br /> not affect the validity of the remainder of this ordi- <br /> nance or the validity of its application to other per- <br /> sons or circumstances, and all other articles, sections, <br /> sub-sections, provisions , clauses, or portions thereof <br /> not expressly held to be invalid shall continue in full <br /> force and effect. <br /> Section 7 . Effective Date of Tax. The effective date <br /> of the tax herein imposed shall be July 1, 1976, and <br /> such tax shall be due and payable to the City of Everett <br /> on such date and all dates following, to be collected <br /> as heretofore provided. <br /> Section 8 .
