2. 1,4 _ .7c,-- ORDINANCE NO. , AN ORDINANCE establishing a Transportation Advisory Committee. WHEREAS, the City Council of the City of Everett by Reso- lution Nos. 6193, 6427 and 6936 had heretofore created a Traffic Advisory Committee, and WHEREAS, the City Council of the City of Everett by Ordi- nance No. 136-71 had heretofore created a Transit Advisory Board, and WHEREAS, it appears that consolidation of the Traffic Advisory Committe and the Transit Advisory Board into a single Transportation Advisory Committee is in the best interests of the City of Everett, NOW, THEREFORE, The City of Everett does ordain: Section 1: The City of Everett Transportation Advisory Committee is hereby established for the general purpose of advising the Mayor and City Council on transportation prob- lems within the City of Everett. Section 2 : The functions of the Transportation Advisory Committee shall include, but not be limited to, the following: (1) The study of the general traffic problems of the City of Everett and proposal of constructive steps toward the solution of those problems. (2) The study of the extent and type of transit services to be made available to the residents of Everett. (3) Participation in the long-range transportation plan- ning. (4) Participation in traffic safety planning for the City of Everett. Section 3 : Transportation Advisory Committee shall con- sist of 15-20 members who shall be appointed by the Mayor with the approval of a majority of the City Council. Member- ship on the Committee shall represent the interests of industry, business, schools and the community at large. Membership representing the community at large shall include representa- tion for low-income, youth and senior citizens. The terms of the members shall be six years except that the initial appointments shall be staggered generally in the following manner: one-third of the members shall be appointed to an initial two-year term; one-third of the members for an initial four-year term; and one-third of the members to a six-year term. No person serving continuously on the Committee for a period of more than four years shall be eligible for reappointment until he is off of the Committee for at least one year.
